The Asia Pacific Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate international organizations and regional bodies and UN Agencies/Programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs) and regional air navigation plans. The Regional Office also provides technical guidance and assistance to States in their implementation activities. It supports extensive meeting activities, disseminates information and encourages participation in ICAO activities. The Regional Office also provides technical assistance when requested.
Within this context, the incumbent reports to the Regional Director through Deputy Regional Director. S/he will be part of the air navigation team engaged in contributing to and accomplishing the vision, mission and goals of ICAO. S/he will collaborate closely as a team member of the Regional Office for air navigation matters, in order to promote the implementation of a performance-based approach to air navigation services planning as well as the implementation of the ICAO SARPs, Procedures, Plans and policies and Regional Air Navigation Plan (ANP) with particular emphasis on Aerodromes and Ground Aids (AGA).
The Regional Officer AGA provides expert support and advisory services in the field of AGA to States/Administrations in the Asia Pacific Region and serves as secretary to the Asia Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) contributory bodies on AGA subjects.
As a team member of the Regional Office, collaborates closely with ICAO Headquarters’ staff for AGA matters, and particularly with respect to implementation of a performance-based approach to air navigation services planning, in order to promote the implementation of ICAO Standards and Recommended Practices (SARPs) and Procedures, the Global Aviation Safety Plan, the Global Air Navigation Plan, the Regional Air Navigation Plans, and other related regional plans and policies, achieving results such as:
Implements the ICAO Regional Office Work Programme in the technical/operational field as directed, including preparation of analyses on technical/operational aspects of AGA area, and preparation of working papers, reports, briefs, correspondence, etc., achieving results such as:

An advanced-level university degree (Master’s degree or academic equivalent) in civil/electrical/aeronautical/other engineering discipline, air navigation, aviation safety, or related field, is required. A first-level university degree in combination with two additional years of qualifying experience in civil/electrical/aeronautical/other engineering discipline, air navigation, aviation safety, or related field, may be accepted in lieu of the advanced university degree.
Diploma/certificate in aerodrome engineering/management/operations or related field.
Professionalism: Thorough knowledge of ICAO functions, organization, international activities and technical publications related to aerodromes. Sound knowledge of the ICAO work towards the implementation of ICAO Global Aviation Safety Plan, Global Air Navigation Plan, Policies, SARPs and Procedures related to global and regional air navigation systems particularly in aerodrome operations and planning field. Thorough understanding of ICAO Annexes 14 and 19, Procedures for Air Navigation Services – Aerodromes (Doc 9981), Safety Management Manual (Doc 9859), Aerodrome Design Manual (Doc 9157), Airport Service Manual (Doc 9137), Manual on Certification of Aerodromes (Doc 9774) and other relevant guidance materials and manual relating to aerodromes and ground aids. Familiarity with activities concerning aerodrome-related research and developments in progress in ICAO Asia Pacific Region. Good knowledge of civil aviation issues in the Asia Pacific region, and familiarity with the work of other related international organizations. Sound knowledge and skill in computer’s application.
