JOB DESCRIPTION
Job Summary
Under the direct supervision of the National Program Coordinator for Human Mobility and Migration Governance and under the overall supervision of the Chief of Mission for IOM Serbia, and in close coordination with all relevant Units of the Country Office with Coordination Function (COCF) in Sarajevo , the successful candidate will be responsible for the coordination of national activities under the regional programme “ “EU Support to Strengthen Return Management Systems in the Western Balkans”, funded by the European Commission , in line with IOM policies and procedures and donor requirements.
Key Responsibilities
- Coordinate the implementation of the Programme activities on the national level, in a timely manner and be responsible for its administrative and technical oversight in line with IOM policies and practices as well as donor requirements.
- Coordinate liaisons with the beneficiaries, donor, partner organizations, government partners, and the IOM.
- When and if needed, provide thematic support on return to a team of National Focal Points of the implementing COs (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia and Kosovo*).
- Monitor and assess the developments of return procedures in Serbia , identify and report any change in priorities, significant events, decisions, problems or risks requiring project adjustments to the National Program Coordinator HGMM or CoMs and the donor.
- Monitor project progress to document and evaluate results, increase effectiveness and recommend appropriate action.
- Identify constraints and obstacles to the implementation of project, propose solutions in consultation with Supervisor in a timely manner.
- Participate in monitoring of project expenditures and financial reports with the aim of contributing to effective management and adequate burn rate.

- Participate in relevant meetings, and other events to promote project activities and disseminate results.
- Prepare donor and other reports and ensure proper information exchange on all operational aspects of the project between IOM, the donor, and other stakeholders.
- Establish an internal reporting system, monthly updates, and regular progress reports and monitor daily the availability of resources, progress toward project indicators, project quality and challenges.
- Undertake duty travel relating to project assessment, liaison with counterparts, problem solving, and workshops/trainings, as required.
Perform such other duties as may be assigned by the National Program Coordinator HMMG/Chief of Mission.
Required Qualifications
Education
- University degree in International Law, Migration Studies, Humanitarian Affairs, Development Studies or a related field from an accredited academic institution with four years of relevant professional experience; or
- High school degree with at least 6 years of relevant professional experience in the above field.
Experience
- Knowledge, experience, and skills related to the migration and return management ;
- Experience in field work and migrant protection;
- At least five years of experience in project management;
- Experience in liaising with governmental authorities and local communities, as well as national and international institutions;
- Analytical skills, including ability to draft clearly and concisely;
- Good level of computer literacy;
- Excellent communication and negotiation skills; and,
