Associate Reporting Officer
Organizational Setting and Work Relationships
Under the overall guidance of the Senior Communications or Donor Relations Officer, the Associate Reporting Officer contributes to production, editing and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information, the incumbent promotes the vision, mission, and strategic goals of UNHCR.
S/he establishes close contacts with all UNHCR sections in the AOR to gather and analyse information. S/he maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
– Keep abreast of all developments in the country operation/ bureau/ division or other entity to prepare appropriate briefings and reports.
– Draft regular daily, weekly and monthly up-date for internal and external audience (including donors and media).
– Consolidate and analyse data on programme implementation, achievements and indicators in all sectors under AoR in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports.
– Participate in annual reporting and planning process.
– Work closely with Information Management to ensure accurate and attractive data presentation, including maps.
– Support the monitoring of UNHCR’s partnerships and consolidate information about Partners’ activities.
– Assist in the preparation of briefing kits and presentations for missions and visitors.
– Assist in the preparation of reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor. Assist in providing visibility for donors’ contributions to UNHCR.
– Research/analyse, interpret and also, monitor and review information and data from regular and wide variety of sources for internal and external reporting.
– Prepare and distribute minutes of meetings.
– Provide technical support, training and clarification on UNHCR’s reporting policies and deadlines.
– May prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control.
– Support UNHCR inter-agency coordination initiatives and leadership through provision of reporting and secretariat functions where relevant.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

The Associate Reporting Officer reports to the Senior Liaison Adviser and is chiefly responsible for the timely production, editing, quality control, and dissemination of reports and updates that promote the vision, mission, and strategic goals of RAUECA and communicate and relevant developments within the stakeholder landscape. The incumbent will coordinate, draft, and edit the Secretary General’s Report on Assistance to refugees, returnees, and displaced persons in Africa by consolidating inputs provided by UNHCR and with other UN partners as well as UNHCR statutory operational reports.
The incumbent will coordinate with all work units in RAUECA, and UNHCR staff who are seconded to the African Union as well as a network of internal and external stakeholders. The work entails knowledge of structures, policies, and processes of UNHCR and stakeholder/partner entities. The audience of the outputs produced may include the senior leadership of UNHCR, AU organs and member states, UNECA, other UN partners, donors and other entities that are accredited to the AU and UNECA.
The Associate Reporting Officer will provide support in functions covering risk analysis, risk management and compliance, and input as requested to COMPASS in line with UNHCR’s Resource Allocation Framework.
She/he will coordinate with RAUECA work units to produce reports and conduct data analysis to identify trends, patterns and risks in programmatic implementation.

Nature of Position:
Established as a full-fledged office in 2009, the Representation to the African Union and United Nations Economic Commission for Africa (RAUECA) represents UNHCR at the African Union and the United Nations Economic Commission for Africa (UNECA). RAUECA presently engages with a wide range of stakeholders in and outside of Addis Ababa, Ethiopia. Regarding the entities that comprise the AU Commission, RAUECA collaborates and engages the following constitutive organs: The Department of Health, Humanitarian Affairs and Social Development (HHS); Political Affairs, Peace and Security; Agriculture, Rural Development, Blue Economy and Sustainable Development across AU policy organs, decentralized and autonomous institutions of the AU, Regional Economic Communities (RECs) and Regional Mechanisms (RMs), the United Nations System, development actors, multinational private sector entities, international financial institutions, as well as other State and non-state entities that are either accredited to and/or possess observer status with the AU and/or UNECA. Some of the Addis Ababa-based diplomatic representations and entities are also accredited to RECs, particularly IGAD. The office collaborates closely with Regional Bureaux in Africa, Divisions at UNHCR Headquarters in Geneva, UNHCR Liaison Offices in New York and Brussels, and the UNHCR Special Envoy for the Central and Western Mediterranean and Special Envoy for the Horn of Africa. RAUECA is tasked with preparing the annual “UN Secretary General’s Report on assistance to refugees, returnees and displaced persons in Africa,” which is presented to the GA annually. RAUECA collaborates with UN Agencies, Funds and Programmes, including within the framework of the UN Liaison Team as well as the Africa Regional Collaborative Platform (Africa RCP). RAUECA is also Chair of the Humanitarian Coordination Forum that was established in October 2023.
The Representation participates regularly in official events and functions that are organized by the AU, RECs, diplomatic corps, UN System as well as other partners. Although the country operations do not come within the purview of RAUECA, RAUECA engages with multilateral actors, including the African Development Bank, the World Bank and the European Bank for Reconstruction and Development. Through their respective mandates, these institutions also contribute to the protection, assistance, and pursuit of durable solutions for forcibly displaced and stateless persons. Additionally, the Representation collaborates with key bilateral actors, such as Canada, China, France, Japan, the United Kingdom, the United States, and a variety of stakeholders accredited to the AU and UNECA, which include UN Agencies, Funds and Programmes.
Under the supervision of the Senior Liaison Adviser, the incumbent of the position will lead and coordinate the preparation of the annual “UN Secretary General’s Report on assistance to refugees, returnees and displaced persons in Africa”; prepare other documents for the Representation Office, including other regular and ad hoc reports; and provide additional functional support to the office as and when required at the discretion of the Representative.
Living and Working Conditions:
Addis Ababa is a category B duty station in UN security Level 1 with relatively calm environment with minimal reported crimes within the city. However, a sense of vigilance and alertness is required especially in view of the current situation in the country. Applicants are requested to adhere to security advisory before travelling to the other parts of the country. Addis Ababa is a family duty station, and medical facilities are moderately available with the main services being offered at the UN operated clinic which is available to all staff members and their dependents. Transportation outside the country is readily available as major airlines operate from Addis Ababa. There are schools to accommodate national and international students. Hotels are of international standards with recreational facilities available within the city. Addis Ababa has good working and living conditions.The climate of Ethiopia and the regions varies greatly. It is temperate on the plateau and hot in the lowlands. Generally, the high elevation of the land affects one’s adjustment to the environment. At Addis Ababa, which ranges from 2,200 to 2,600 m (7,218 to 8,530 ft), the maximum temperature is 26 °C (78.8 °F) and minimum 4 °C (39.2 °F). The weather is usually sunny and dry, but the short (belg) rains occur from February to April and the large (meher) rains from mid-June to mid-September.
The economy of Ethiopia is a mixed and transition economy with a large public sector. The Government of Ethiopia is in the process of privatizing many of the state-owned businesses and moving toward a market economy. However, the banking, telecommunication, Utility services and transportation sectors of the economy are dominated by Government-owned companies.
The local currency is the Ethiopian Birr. Foreign currency may only be changed at authorized banks and hotels. The exchange of foreign currency outside the regulated banks (Black Market) is a criminal offence, and international UN personnel caught by police sting operations have been known to be arrested and detained for several days. Any entry or exit of cash over US$3,000 (or the equivalent in other foreign currencies) must be declared to the customs authority. ATM cash withdrawals are largely available in Addis. Payment with a credit card and Mobile E-money transfer such as Telebirr and MPESA is also possible in a most of selected shops and tourism areas, this form of payment now a days is growing. There is acceptable access to communication means, such as internet, telephone, sim cards etc. in the city.
