IOM, UN Migration Agency in Juba, South Sudan is looking for a Project Officer (Cash Based Intervention) who will be responsible for providing technical and programmatic support for planning, implementation, management and monitoring programs with Cash Based Interventions (CBI) components in South Sudan.
1. Support the Programme Coordinator (Shelter and Settlement) on integrating Cash-Based Interventions (CBIs) into operational plans and strategies that efficiently meet programme objectives, while liaising with technical sectors.
2. Participate in the technical design and delivery of cash-based programme interventions.
3. Contribute to the review of technical guidelines, Cash for Shelter and NFIs, Protection, livelihood and Multi-Purpose Cash Standard Operating Procedure (SOPs) for the range of programmatic responses incorporating cash modalities.
4. Assist Programme Coordinator in overall day to day oversight and management of all cash and voucher transfers planned under IOM operations in South Sudan national and sub-national level.
5. Contribute to the project planning, design and implementation, considering local context, and available technologies in line with the IOM policies and procedures for CBI-based programming.
6. Support in the implementation of needs assessments to select, design and implement appropriate cash modalities and delivery mechanisms.
7. Provide technical support, guidance and training to the programme support staff, Information Management and Monitoring and Evaluation (M&E) teams involved in the planning and management of CBI transfers.
8. Support the capacity development of staff and provide technical guidance on market assessments and price monitoring for the key commodities and based on identified needs for programmes.
9. Closely coordinate with Programme Support Unit and M&E unit to check that relevant output and outcome indicators for CBI”s are systematically being collected and analysed in a manner that will help to determine efficiency and effectiveness of CBIs delivery, as well as the appropriateness of the transfer modality choice.
10. Undertake visits to project sites and meet beneficiaries to verify that progress is made in the achievement of project objectives, and for quality assurance purposes.
11. Ensure cash distributions are properly documented and meet technical quality, accountability and protection standards in compliance with donors’ regulations. Check that the appropriate measures are taken against fraud, waste and abuse.
12. Facilitate protection mainstreaming and cross cutting issues (Accountability to affected populations (AAP)) are streamlined across all the CBI activities.
13. Liaison closely with relevant partners engaged in CBIs activities, particularly Cash Working Group and keeping them fully informed of the status of IOM activities. Liaise closely with OCHA, as programmatic co-chair of the Cash Working Group, participate in national level dialogue with donors and other stakeholders on cash, vouchers and other CBIs.
14. Assist in hiring and management of Financial Service Provider with appropriate delivery mechanisms and having in place multiple technologies for cash delivery that are feasible in context and as per IOM policy and procedures.
15. Inform IOM Country Office, Area/Sub-Offices and IOM partners on risk management for CBI based programme implementation.
16. Draft and/or review activity reports in close coordination with the program team, provide data and vital statistics on key achievement and lessons learnt relevant to CBI.
17. Draft high-quality baseline reports, market assessment report and CBI activity reports.
18. Draft high-quality case studies and success stories relevant to CBIs.
19. Perform such other duties as may be assigned.

For this position, fluency in English is required (oral and written).
Working knowledge of Arabic is an advantage.
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
