Terms of Reference
Repatriation remains a high prioritized durable solution for around 256875 CAR refugees settled in the East, Adamaoua et North regions in the Republic of Cameroon.
The Repatriation Associate position will be based at the Meiganga Field Office, under the Bertoua Sub-Office, and UNHCR Multi Country Office of Cameroon. Under supervision of the Head of Field Office. The Repatriation Associate is relied upon to ensure the advancement of repatriation activities. S/he should implement the voluntary repatriation program, in compliance with requisite standard operating procedures. S/he should contribute to ensuring that all repatriation movements respect the principle of voluntariness and occur in safety and dignity, in close coordination with concerned sections within UNHCR as well as external parties such as implementing and involved government parties, with the full participation and support of persons and communities of concern. The incumbent takes part in scaling up the repatriation operation according to the triparted accord, and all related international tools.
2. Purpose and Scope of Assignment

1.Reception and Information
•Welcome individuals interested in the voluntary return program.
• Provide clear information about the conditions, steps, and rights related to voluntary return.
• Answer questions and address any doubts or concerns beneficiaries may have.
2.Situation Assessment
• Assess the candidate’s personal, social, and administrative situation.
• Identify specific needs (health, documentation, family support, etc.).
• Verify eligibility for the voluntary return program.
3.Administrative Assistance
• Assist with obtaining or renewing civil status documents.
• Prepare voluntary return application files.
4. Travel Organization
• Ensure that pre-manifests and manifests have been shared.
• Organize gathering at transit centers and departure to the border.
• Provide assistance on the day of departure (airport reception, escort if needed).
5.Post-Return Follow-Up
• Collaborate with partners in the country of origin to ensure dignified reception and reintegration.
• Monitor reintegration projects (training, employment, business creation, etc.).
6.Coordination and Collaboration
• Work in coordination with UNHCR partners, government stakeholders, and the SOLID consortium.
• Participate in coordination meetings and training sessions.
3. Monitoring and Progress Controls

To keep track of the performance of the incumbent, the supervisor will regularly provide feedback and discuss with he/she on the areas for improvement. The candidate is also expected to regularly update the weekly report on activities undertaken for purposes of keeping track of the progress made during the assignment period.
While the candidate is expected to process to produce a weekly activity report, and conduct an analysis of the challenges, and propose solutions
The candidate’s contribution is expected to ensure that the operation meets its repatriation objectives.
Desirable: The candidate must have a good knowledge of the area of intervention and the operational priorities of the Bertoua Sub-Delegation; have strong experience in the search for durable solutions and a very good understanding of humanitarian principles.
