Terms of Reference
The Field Associate position will be based at the Meiganga Field Office, under the Bertoua Sub-Office, and UNHCR Multi Country Office of Cameroon. Under supervision of the Head of Field Office. The Field Associate is relied upon to ensure organization, coordination, and supervision of the humanitarian activities of UNHCR, its partners, and refugee communities in the developed sites of Gado Badzere, Ngam, and Borgop, as well as in host villages, in compliance with humanitarian principles, standard operating procedures, and the strategies defined by UNHCR senior management. S/he should work in close coordination with others sections within UNHCR as well as external parties such as implementing and involved government parties, with the full participation and support of persons and communities of concern.
The candidate should have a very good knowledge of the operational priorities of the sub-delegation; have strong experience in the search for durable solutions and a very good understanding of humanitarian principles. Completion of UNHCR learning programmes or specific training relevant to functions of the position. UNHCR field experience.
2. Purpose and Scope of Assignment

– 1.Situation Assessment and Monitoring
– Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
– Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
– Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
2. Coordination, Collaboration and Reporting:
– Keep regular contacts with local authorities and implementing partners as requested by supervisor.
– Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
– In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
– Negotiate with local authority counterparts, partners and populations of concern.
– Act as interpreter when required.
– Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
3. Administrative task and Representation:
– Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
– Represent UNHCR in physical monitoring of projects.
– Perform other related duties as required.
To keep track of the performance of the incumbent, the supervisor will regularly provide feedback and discuss with he/she on the areas for improvement. The candidate is also expected to regularly update the weekly report on activities undertaken for purposes of keeping track of the progress made during the assignment period.
While the candidate is expected to process to produce a weekly activity report, and conduct an analysis of the challenges, and propose solutions.
The candidate’s contribution is expected to ensure that the operation meets its Field objectives.
