Terms of Reference
Resettlement remains a fundamental durable solution and protection tool to respond to the needs of vulnerable refugees in Cameroon, particularly CAR and Nigerian refugees.
The Resettlement Associate position will be based in Field Office Meiganga, under the Sub-Office Bertoua, in MCO Cameroon Operation. Under the direct supervision of the Head of the Field Office and Technical supervision of the Associate Resettlement and Complementary Pathways Officer, the incumbent”s primary role is to assist in providing, in close coordination with concerned sections within UNHCR as well as external parties such as resettlement countries, IOM and NGOs, a continuous support by ensuring that resettlement polices are correctly implemented and operations are supported in establishing comprehensive protection and solutions strategies. The incumbent takes part in assessing cases for resettlement and conducting interviews as well as monitoring procedural compliance and quality of case submissions. The role of the Resettlement Associate may involve managerial responsibilities in supervising, coaching and training junior staff, and assisting in implementing organizational objectives and priorities.
2. Purpose and Scope of Assignment

The Resettlement Associate’s tasks, responsibilities and deliverables in detail:
• Conduct in-person Resettlement interviews and assessments per week [ 2-3 cases per week]
• Promptly complete the Resettlement Registration Forms (RRFs) and supporting documents are submitted for review at the Branch Office in a timely manner.
• Support with first level review of RRFs as well as profiled resettlement cases
• Coordinate with UNHCR units, and UNHCR partners to identify refugees with resettlement needs
• Undertake monthly reporting of the Resettlement Statistics Reports [ RSR]
• Develop monthly resettlement briefing report in coordination with the Resettlement Officer
• Providing support to visiting resettlement country missions
• Provide support including remote interview support to other UNHCR offices if required as well to countries covered under multi country office in Cameroon including Equatorial Guinea and Gabon.
• Coordinating with the UNHCR Partners Toll Group Australia and IOM to ensure refugees departures and missions activities are successful
• Conduct BIAs as needed and refer cases for BID to the CBP Officer.
• Prioritize resettlement referrals according to the criteria set out in the UNHCR Resettlement Handbook.
• Regularly record resettlement events in ProGres v4.
• Promptly respond to clarifications and queries by the Regional Resettlement unit or Resettlement countries on the referred cases.
• Counselling of refugees in the pipeline for resettlement as necessary, including on matters related to fraud. Identify, prevent and report fraud in the resettlement and registration processes.
• Ensure appropriate information-flow throughout the resettlement process, toward meeting submission targets.
• Support in the identification and profiling of cases for resettlement consideration as necessary through better collaboration with other UNHCR units, UNHCR Partners and through the social panel
• Throughout the above process, ensure that all required information is complete, credible and consistent, that the refugees qualify for resettlement, and that the standards set forth in the UNHCR Resettlement Handbook are met, including application of resettlement criteria for all countries.
• Support in developing complementary pathways program in Cameroon such as through the training of UNHCR partners, disseminate and update refugees on opportunities that are available in areas of labor mobility, education and family reunification options.
• The candidate will also take lead in all reporting activities related to resettlement unit.
• Perform any other resettlement-related activities as requested by the supervisor, as appropriate and necessary.
Desirable Candidate
The Resettlement Associate may be required to undertake the role of the Officer in Charge of the unit to ensure the continuity of resettlement activities including during the absence of the Head of Field Office. As a result, the position requires someone with demonstrated team leadership, managerial and coordination experience who can multi-task, prioritize tasks, work under pressure and still manage to deliver the expected results within the required timelines.
