Assistant CCCM Cluster Coordination Officer

Organizational Setting and Work Relationships
Within the adopted Inter-Agency Standing Committee (IASC) framework, UNHCR has assumed lead and co-lead responsibilities of three out of 11 clusters to strengthen system-wide preparedness and technical capacity to respond to humanitarian emergencies namely for Camp Coordination and Camp Management, Shelter and Protection.
The Global CCCM Cluster, co-led by UNHCR (for conflict) and IOM (for natural disasters) at the global level, brings together UN agencies, NGOs and international organizations working on themes related to the management and coordination of camps and camp-like settings (including formal camps, informal settlements, evacuation/reception/transit centers, collective centers and other communal settings) in humanitarian response.
The work of the Global CCCM Cluster covers three broad areas: i) operational support (including rapid response in emergencies; multi-sectorial assessments, analysis and strategy development; programme design and delivery; information management; adherence to the Humanitarian Programme Cycle; innovation in humanitarian response; inter-agency collaboration); ii) providing a global platform for advocacy; and iii) developing global policy, practices, guidance and tools in relation to management and coordination of displacement in camps/sites.
The Assistant CCCM Cluster Coordination Officer usually reports to a more senior CCCM or Protection colleague depending on the office structure.
The incumbent will be in regular contact with services providers (shelter, wash, protection, health, nutrition, GBV, child protection) local authorities (Camp management, Camp administration), IDPs and donors.

Duties
– Assist the supervisor in ensuring that UNHCR delivers on its commitments and accountability as co-lead of the Global CCCM Cluster, which in turn is able to support preparedness and provides the technical capabilities needed for timely, effective and well-coordinated interagency humanitarian response to needs of management and coordination in camp and camp-like settings.
– Provide advice for decision-making and operational responses relevant for CCCM at country-level and throughout the life-cycle of a crisis, ensure they are tailored to the country/regional context (such as guidelines, protection considerations).
– Ensure staff and partners at country level are able to access guidance as well as the necessary tools, resources and support to recognize and respond effectively to the protection needs/risks of crisis-affected populations in the context of communal (camp and camp-like) settings throughout the cycle of a crisis.
– If requested, represent UNHCR in inter-agency cluster processes, establish and maintain appropriate contacts with other UN agencies, NGOs and other actors so as to foster effective mechanisms to facilitate collaboration and exchange of information on IDP situations.
– Partner with other humanitarian actors to contribute to the planning and evaluation of IDP cluster approaches to Camp Coordination and Management, ensuring that latest lessons learnt and best practices are widely disseminated for replication.
– Monitor the living conditions of people of concern (PoC), define gaps and prioritize needs.
– Maintain effective collaboration and communication with PoC, partners and key stakeholders, in line with the Global CCCM Cluster strategic framework.
– Ensure clarification of roles and responsibilities amongst stakeholders in the site, for maintenance of site infrastructures with a focus on sustainability and community/local government ownership.
– Support maintaining site information management systems and monitor service provision including cross-cutting services such as prevention and response to sexual and gender-based violence (SGBV), health, psychosocial support and HIV among others in all sectors according to agreed guidelines, standards and indicators.
– Work with NGO and government partners to promote the use of a community-based approach to camp coordination and management and age, gender and diversity analysis in planning, evaluation and monitoring to ensure respect for the rights of all and gender equality.
– Represent UNHCR within interagency coordination bodies and at meetings on issues related to the displacement management in and out of camps and camp-like settings.
– Support camp management agencies and local authorities as they facilitate the search for durable solutions for the displaced population.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

1. Field Leadership and Operational Management
• Serves as the Head of the Unit, providing strategic and operational leadership in the delivery of UNHCR’s protection and assistance mandate under the leadership of the HoO
• Leads the day-to-day management of the unit, ensuring operational effectiveness, staff supervision, and compliance with UNHCR standards.
• Ensures field-level planning and implementation are aligned with UNHCR’s multi-year protection and solutions strategy.

2. Protection and Programme Response

• Advocates for the rights and needs of persons of concern, including access to services, documentation, and freedom of movement.
• Represents UNHCR in meetings with donors, diplomatic missions, and humanitarian actors, highlighting operational challenges, gaps, and opportunities.

4. Inter-Agency Coordination
• Lead CCCM, Shelter and NFI coordination mechanisms at the sub-national level, including joint assessments, inter-agency missions, cluster coordination under the Area Inter-Agency Coordination Group (AICCG) .
• Ensures UNHCR’s leadership role in CCCM, Shelter and NFI coordination is effectively exercised and contributes to collective outcomes.

Nature of Position:

The Assistant CCCM Cluster Coordination Officer (NOA) serves as the Team Leader for UNHCR CCCM, Shelter and NFI unit in Myitkyina, Kachin State, Myanmar. This position is critical in ensuring the effective implementation of UNHCR’s CCCM, Shelter, protection and solutions mandate in a complex and sensitive operational environment. The incumbent represents UNHCR at the field level, maintains close contact with local authorities, partners, and communities, and ensures that UNHCR’s activities are responsive to the needs of persons of concern, including internally displaced persons (IDPs), returnees, and stateless populations.

Operating under the direct supervision of the Head of Field Office in Myitkyina, the Assistant CCCM Cluster Coordination Officer leads a  team, covering the whole Kachin State area,  and is responsible for the day-to-day management of this team. The incumbent ensures coordination of CCCM, Shelter and NFI assistance, contributing to inter-agency coordination and humanitarian access efforts.

Given the operational context in Kachin State, the position requires strong leadership, negotiation, and coordination skills, as well as a deep understanding of protection principles, conflict sensitivity, and humanitarian programming.

The Assistant CCCM Cluster Coordination Officer (NOA)  must be able to work independently, manage security risks, and maintain a high level of professionalism and integrity in a politically and ethnically sensitive environment.

Due to the prevailing security situation in Kachin State, the  CCCM, Shelter, and NFI team should be able to conduct activities, provide support to IDPs through partners from Myitkyina, where the team operates  while maintaining close coordination with stakeholders in the area of responsibility.

Living and Working Conditions:

The town has commercial shops and limited recreational facilities. Medical services are available. The most reliable ones are the private hospitals with limited capacities. In case of complicated situations, for immediate care and referrals, patients could rely on Yangon or Bangkok as needed through air transport only.

The socio-political landscape has significantly changed since the military takeover on 1 February 2021. The State of Emergency, extended in 2024, has disrupted banking systems, affected humanitarian operations, and led to critically low cash reserves. The conflicts in close proximity to the city sometimes create complications for access to certain parts of the state, impact the price of commodities and provision of services. Continued out shelling from the city towards neighboring townships and villages creates discomfort at any time of the day or night.

Beside the hostilities between different Ethnic-based Organizations and Armed groups, inter-communal tensions and anti-UN/INGO sentiment can be observed from time to time. However, parties of the conflict have respected the UN and its projects, staff and assets relatively fine.  Health risks include road accidents, food-borne illnesses flooding, and vector-borne diseases such as malaria and dengue. Given the limited medical infrastructure, staff should be in excellent health.
