Driver

Organizational Setting and Work Relationships
The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so require it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.

The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties
– Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.
– Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
– Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
– Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.
– Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.
– Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
– Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.
– Ensures valid documentation for passengers, items or cargo in vehicle.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

Occupational Safety and Health Considerations:

Nature of Position:

The United Nations High Commissioner for Refugees (UNHCR) is an international organization with the mandate to assist persons in need of international protection; asylum seekers; refugees; statelessness; and internally displaced persons. The UNHCR operation in Mozambique has its main office in Maputo, field office in Nampula, sub-office in Pemba and field units in Cabo Delgado. The working language in the UNHCR offices in Mozambique is English.

This Driver (G2) position is based in Mueda and reports to the Head of Field Unit stationed in the same location. In addition to driving responsibilities, the incumbent is expected to maintain and ensure the proper functioning of UNHCR vehicles in accordance with organizational standards and technical guidance.

The incumbent is required to follow strict security instructions and adhere to UNHCR safety protocols. While the primary responsibility is to drive official vehicles, the driver may also perform routine vehicle maintenance and minor repairs as needed.

Administrative support and courier services are also part of the role. Tasks may include collecting and delivering quotations, invoices, and goods from suppliers, as well as handling pouch exchanges through local courier services.

The driver maintains regular contact with UNHCR personnel and may interact with external stakeholders such as partners, vendors, and local authorities, involving limited but necessary information exchange.

Living and Working Conditions:

Mueda is situated on the Makonde Plateau in northeastern Mozambique and is a non-family duty station due to its hardship conditions.

Mozambique has a population of approximately 29 million, with Maputo as the capital city. The country spans 799,380 km² and experiences a tropical climate. The hottest and most humid months are from December to February, with temperatures ranging from 22 °C to 30 °C. The rainy season runs from October to April. Winters (June to August) are milder, with average temperatures ranging from 13 °C to 24 °C.

Cabo Delgado Province, bordering Tanzania, is one of the poorest in Mozambique and has faced multiple challenges. It was severely affected by Cyclone Kenneth (April 2019) and Cyclone CHIDO (December 2024), both of which caused widespread destruction and displacement. Since 2017, the province has also been affected by attacks from non-state armed groups, with increasing intensity reported since 2020. Security incidents continue to occur in rural areas, posing risks to residents and humanitarian personnel.

Mueda has limited infrastructure. Communication and transport services are available at varying costs. The town has an airstrip and is served by UNHAS flights from Pemba nearly every day, though there are no commercial flights currently available. A few local shops operate in the area.

Housing options exist, with average rental prices ranging between USD 500 to 700 per month. Basic financial services are available through BCI and ABSA banks, both offering ATM services. Credit and debit cards are accepted at select establishments. Health services remain limited, with only basic care accessible in the district.

UNDSS-cleared hotels are available, though prices and availability vary by season and local conditions. Given the operational context, long working hours are common, and the environment can be highly stressful. The ability to manage self-care and maintain resilience is essential.

Cabo Delgado remains classified as a Level 4 Security Zone. Crime and insecurity are ongoing concerns in Mueda and nearby villages. UN personnel must remain alert and fully comply with all security protocols. Traffic accidents are also common due to poor road conditions and substandard driving practices.
