| CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work at field programs office; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. |
| ROLE PURPOSE:
The Disaster Risk Reduction and Climate Change Adaptation Specialist (DRR/CCA-S) will lead the technical and operational implementation of the Building The Climate Resilience of Children and Communities through the Education Sector -BRACE Programme in South Sudan. The role will focus on strengthening the resilience of the education sector to climate shocks, directly contributing to the program”s target beneficiaries. The Specialist will work closely with Local partners, the Ministry of General Education and Instruction (MoGEI) and other line ministries in South Sudan to integrate climate adaptation into national policies, enhance the physical and systemic resilience of schools, and build the capacity of education officials, teachers, and children. The incumbent will be responsible for ensuring the swift implementation, monitoring, and reporting of all BRACE activities, with a strong focus on child-centered interventions to protect learning continuity amidst climate hazards like floods, droughts, and heatwaves.

| KEY AREAS OF ACCOUNTABILITY:
Programme Implementation, Coordination, Representation and Networking:
- Lead and guide the efficient and effective implementation of the BRACE Programme to strengthen the climate resilience of the education sector.
- Lead the collection of climate risk data and the development of school-based Early Warning Systems and School Safety and Continuity Plans.
- Coordinate and provide technical support to the BRACE program, ensuring all partners and staff are guided on quality standards and child-centered implementation within the education context.
- Support the Ministry of General Education and Instruction (MoGEI) in developing and implementing national policies that integrate climate adaptation.
- Provide technical expertise for the retrofitting of school infrastructure to climate-resilient standards (e.g., improved ventilation, WASH systems, and solar power).
- Coordinate with relevant government institutions, particularly MoGEI, to plan, implement, and monitor project activities.
- Promote effective collaboration with all DRR/CCA stakeholders at the county, state, and national levels, aligning with South Sudan’s national priorities on climate adaptation and educational equity.

Capacity Building and Mentorship:
- Conduct capacity assessments and provide coaching on DRR/CCA for project staff, local partners, and stakeholders within the education sector, including teachers, school leaders, and Parent-Teacher Associations (PTAs).
- Facilitate training for teachers and children on climate-responsive teaching and learning modules and support the establishment of child-led climate clubs.
- Work closely with program managers and technical advisors to ensure the integration of child-centered DRR & CCA into school-based strategies.
- Provide field-based technical support during assessments and evaluations of school infrastructure and safety plans.
- Disseminate best practices for resilience and child-centered DRR & CCA in schools to relevant program staff.
- Ensure field area offices have a strong understanding of the BRACE strategy and effectively implement climate resilience activities in schools and communities.
Project Design, Planning, and Proposal Development:
- Contribute to the development of emergency preparedness and response plans specifically for the education sector.
- Work with the resource mobilization team to draft project designs and concept notes related to strengthening the education sector”s resilience and facilitating access to climate finance.
- Support MoGEI’s capacity to engage in National Adaptation Plan (NAP) processes and mobilize climate financing for the education sector.
- Lead in the design of climate risk impact analyses on the education sector.
Implementation, Results-based Monitoring, Evaluation & Reporting (RBMER):
- Conduct regular monitoring and coaching visits to project locations to ensure the implementation of climate-resilient activities in schools conforms to the plan.
- Consolidate and compile BRACE program reports monthly, quarterly, and annually.
- Ensure proper documentation of project experiences and lessons, collaborating with the communications and advocacy unit.

QUALIFICATIONS
- Bachelor in Development studies, Education , Natural Resources & Environmental studies, Disaster Response Management/ Preparedness or relate field of studies.
- Atleast 3 to 4 years experience in implementing DRRCCA and Anticipatory Action activities within South Sudan and other Disaster Prone countries

| EXPERIENCE AND SKILLS
Essential
- Experience in risk-based approaches to DRRCCA and Locally Led Anticipatory Action Programme within South Sudan.
- Previous working experience in DRR & CCA Risk and Vulnerability Capacity assessments and Emergency Preparedness/Contingency Planning.
- Past exposure and experience in DRR/CCA and child programming including Payam/county/state level level policy advocacy, facility and community based service improvement is essential.
- Experience of working with local partners and Payam/county /State and national level Local Government in DRR/CCA, Emergency responses, Post disaster recovery work, Health, Education, or Child Protection program delivery.
- Previous experience in people and project management
- Ability to write clear and well-argued analytical reports.
- Ability to achieve results and maintain consistent high standards of professional behavior and achievement, including when working alone.
