Partnership Ecosystem Specialist – ELEVATE Project (Economic Livelihood Capabilities and Violence Elimination for Women)

Child Safeguarding: Level 3 – Post holder will have regular contact with women, youth, and children survivors of GBV and must uphold the highest standards of safeguarding and PSEA compliance.

Role Purpose: 

ELEVATE (Economic Livelihood Capabilities and Violence Elimination for Women) is a 48-month initiative led by Save the Children Indonesia in partnership with Forum Pengada Layanan (FPL) and several local civil society organizations in South Sulawesi. Implemented across 20 villages in the districts of Luwu, North Luwu, and East Luwu, the project aims to protect women and girls from gender-based violence (GBV) and empower them economically. The action responds to the high prevalence of GBV, economic dependency among women, and systemic barriers to accessing protection and livelihood services. It integrates survivor-centered GBV response systems with women’s economic empowerment (WEE) strategies, aligned with national priorities (e.g., RPJMN 2025–2029, UU TPKS) and international frameworks such as the EU Gender Action Plan III and SDG 5.

The project has two specific objectives: (1) strengthening the capacity of duty bearers and stakeholders to deliver integrated GBV prevention and response services; and (2) enabling women, including GBV survivors, to access improved livelihoods and financial independence. Key activities under the first objective include the formation of community-based task forces, development of joint service protocols, policy advocacy, and comprehensive capacity building for frontline actors and local CSOs. Under the second objective, ELEVATE empowers women through agency-building workshops, gender-transformative training (GALS), financial literacy sessions, village savings and loans associations (VSLA), and the establishment or revitalization of integrated business hubs. These interventions are designed to dismantle harmful gender norms, increase women’s agency, and promote local ownership.

The Partnership Ecosystem Specialist is responsible for fostering, managing, and scaling strategic partnerships across public, private, and civil society sectors in support of the ELEVATE project’s twin goals: eliminating gender-based violence (GBV) and advancing women’s economic empowerment (WEE). The post holder will build a collaborative and coordinated ecosystem of stakeholders at sub-national and district levels that enables an integrated, multi-stakeholder response to gender-based vulnerabilities.

This position will act as a strategic convener and facilitator—building governance frameworks, supporting inclusive platforms like the Integrated Business Hubs, and strengthening synergy between actors including government, business associations, cooperatives, academia, and local CSOs.

The post holder will contribute on the achievement of all the global KPIs on Operations Delivery, some of the KPIs on Awards management, and all Risk and financial management KPIs in relation to the program.

In the situation of major humanitarian emergency, the post holder will expect to work outside the normal role profile and be able to vary working hours accordingly. Furthermore, there is also a possibility for temporary relocation to disaster affected area.

What you will do: 

Ecosystem Building & Stakeholder Engagement 

• Map and profile relevant stakeholders across public, private, and civil society sectors that support GBV response and WEE (e.g., CSO, academia, media, UPTD PPA, PLUT, local cooperatives, associations, SMEs, and business mentors).
• Convene and facilitate regular multi-stakeholder coordination forums at district level to align visions, share resources, and promote collective ownership of program goals.
• Strengthen the functionality and inclusivity of the Integrated Business Hub (PLUT or cooperative-based models) to ensure women and GBV survivors have equitable access to services.
• Support development and signing of MoUs, SOPs, and joint action plans between stakeholders to formalize roles in the GBV-WEE ecosystem.

Partnership Governance & Strategic Collaboration 

• Collaborated with Partnership team to develop partnership engagement strategies that reflect shared value principles, local ownership, and sustainability.
• Design and facilitate governance models for multi-sector partnerships, including decision-making protocols, coordination mechanisms, and communication flows.
• Ensure partnership strategies are aligned with district and provincial development priorities, especially in areas such as gender equality, SME development, and social protection.
• Work in close coordination with the National Office Partnership team to ensure complementarity of roles and avoid duplication. The Specialist will focus on operationalizing and contextualizing partnership approaches at the sub-national level, while drawing strategic direction and technical guidance from the National Office.
• Contribute to the implementation of the National Office’s localization and partnership strategy by strengthening local systems, enhancing partner capacities, and fostering equitable partnerships with local stakeholders.

Capacity Building and Technical Facilitation 

• Build capacity of local actors (e.g., cooperatives, PLUT staff, CSOs) to collaborate effectively in the ecosystem and adopt gender-responsive practices.
• Serve as technical resource in the activation of business hubs, ensuring inclusive outreach to rural women and GBV survivors.
• Document and share partnership lessons learned to encourage replication, innovation, and policy uptake at broader scales.

Monitoring, Learning & Reporting 

• Support MEAL Specialist in tracking partnership indicators and conducting stakeholder satisfaction assessments.
• Maintain stakeholder databases and meeting records; contribute to donor and internal reporting with partnership progress and outcomes.
• Identify partnership risks and propose mitigation strategies, ensuring transparency, inclusiveness, and accountability.
• Present the Partnership and Ecosystem”s overall progress, strategies, learning and good practices, and support a robust learning culture where teams and individual staff can openly share successes and failures for continuous improvement at organisational and individual levels.

General 

Any other task & responsibilities given by the Supervisor and to comply with Save the Children and Save the Children Indonesia”s policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Qualifications and Experience 

Essential: 

• Bachelor’s degree in Public Policy, Economics, Development Studies, Business, or related field.
• Minimum 3 years of experience working in multi-stakeholder coordination, public-private partnerships, or ecosystem facilitation in development settings.
• Demonstrated ability to engage government, private sector, and civil society stakeholders in complex social programs.
• Strong facilitation, negotiation, and convening skills.
• Good understanding of the political, institutional, and economic landscape in South Sulawesi.
• Excellent interpersonal communication skills in Bahasa Indonesia; working proficiency in English.

Desirable: 

• Experience in business ecosystem development, entrepreneurship support, or GBV-related program delivery.
• Knowledge of integrated business hub models (e.g., PLUT), cooperatives, and value chain strengthening.
• Familiarity with EU-funded programs and compliance standards.
• Commitment to and understanding of Save the Children”s aims, values and principles, including rights-based approaches.
