Associate Recruitment Officer
Organizational Setting and Work Relationships
The Associate Recruitment Officer reports directly to the Head of Unit. The incumbent may be responsible for managing recruitment processes for both regular and temporary international professional vacancies, including screening, shortlisting, interviewing, and selection. The incumbent may also oversee reference verification and integrity checks and provide expert advice to ensure recruitment activities align with the Organization’s rules and procedures.
The role involves regular and direct engagement with hiring managers to support staffing needs and advise on available options. The incumbent may also coordinate with functional units for necessary clearances and maintain strategic partnerships, particularly with OneHR. S/he may liaise with the Legal Affairs Service (LAS), the Inspector General’s Office (IGO), hiring managers, and candidates regarding integrity and reference checks. Additionally, the incumbent may oversee grading matters and collaborate with external vendors on recruitment-related issues.
This position includes supervisory responsibilities and requires a high level of discretion, accuracy, and sound judgment, especially when handling sensitive or confidential information.

Previous relevant work experience in progressively responsible functions in recruitment, in an international context and/or preferably in a UN organization. Good knowledge of recruitment/ assessment tools in an international environment. HR IT affinity, experience with ERP recruitment module.
Desirable
Field experience with a UN or International NGO in the field is an asset.

Desired Candidate Profile
The ideal candidate is a dynamic and results-driven human resources professional with a strong blend of interpersonal, advisory, and operational capabilities. The candidate should be motivated to contribute meaningfully to UNHCR’s transformative people management agenda and will play a key role in supporting the assignment and recruitment of candidates with prior UNHCR experience. Demonstrated experience in eligibility determination for internal and external applicants.
The candidate should have hands-on expertise in talent acquisition and workforce planning, coupled with a strong commitment to advancing diversity, equity, inclusion, and staff well-being. This role requires excellent stakeholder engagement skills, with the ability to interact effectively with applicants, hiring managers, HR colleagues, and partners across the Division of People Management (DPM) and other divisions. Experience in implementing or supporting HR operational initiatives, workforce management strategies, or change management processes is also desirable.
A minimum of two to three years of progressively responsible experience in human resources is essential, including direct involvement in recruitment, assignments, or HR advisory functions within an international and multicultural context.
Familiarity with UNHCR’s recruitment model within Workday is required. Advanced proficiency in Microsoft Office applications and experience with data visualization tools are considered strong assets.
Fluency in English is mandatory; knowledge of another United Nations language is highly desirable.

Remuneration:

Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).
Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).
Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
