Assistant Recruitment Officer
Organizational Setting and Work Relationships
The Assistant Recruitment Officer reports directly to the Head of Unit or the Associate Recruitment Officer. The incumbent may support recruitment processes for both regular and temporary international professional vacancies, including screening, shortlisting, interviewing, and selection. The incumbent may follow up on reference verification and integrity checks, and provide advice to ensure recruitment activities align with the Organization’s rules and procedures.
The role involves regular and direct engagement with hiring managers to support staffing needs and advise on available options. The incumbent may also coordinate with functional units for necessary clearances and serve as the primary focal point for OneHR. S/he may liaise with the Legal Affairs Service (LAS), the Inspector General’s Office (IGO), hiring managers, and candidates regarding integrity and reference checks. Additionally, the incumbent may collaborate with external vendors on recruitment-related matters.
This position may include supervisory responsibilities and requires a high level of discretion, accuracy, and sound judgment, especially when handling sensitive or confidential information.

Relevant Job Experience

Previous relevant work experience in progressively responsible functions in recruitment, in an international context and/or preferably in a UN organization. Good knowledge of recruitment/ assessment tools in an international environment. HR IT affinity, experience with ERP recruitment module.
Desirable
Field experience with a UN or International NGO in the field is an asset.

Desired Candidate Profile
The incumbent is required to have excellent analytical skills, allowing him/her to make judgement calls and be able to escalate sensitive issues as appropriate. The impact of the work has a high reputational risk to the organization. The incumbent must have proven experience in leading process improvements, based on the data collected and the trends identified. The experience handling the reference verification processes, as well as excellent partnering skills are required. Additional language skills are an advantage. Solid understanding of the end-to-end recruitment process is a distinct advantage.

Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

The Assistant Recruitment Officer – OneHR is located in the Affiliate, Partnerships and Short Term Unit (APS) in the DPM. The incumbent is responsible for maintaining OneHR portfolio, overseeing processing of reference verifications for the candidates being recruited by UNHCR. These include academic, supervisor/peer and employers’ verifications. Other responsibilities related to the OneHR portfolio include monitoring of the MOU implementation, follow-up on all programmatic aspects (i.e funding and billing), and ERP/system related issues such as integration between Inspira (OneHR platform) and Workday. In addition to the OneHR portfolio, the incumbent is responsible for reference verifications conducted directly by UNHCR, as applicable. These may include instances where it may not be fully justified to go via OneHR processes, where, for instance, only certain elements of the verifications are missing. These may include external contacts with academic institutions, employers, etc. The incumbent also maintains regular and direct contacts with the hiring managers and candidates on the outcome of the reference verifications, as applicable. The incumbent is required to exercise utmost understanding and demeanor in dealings with sensitive and confidential information. The information provided to different parties in the process must be accurate and at the same time the incumbent needs to be able to judge which type of information can be shared and with whom. – i.e. use judgment calls to decide what information is confidential, and what can be disclosed to the parties in the process.
