Tasks and responsibilities:
General tasks and responsibilities
Reporting to the Head of Unit and under the supervision of the respective Head of
Sector the general duties related to the positions are:
To contribute with his/her professional competencies to the tasks of the
respective Sector where he/she is involved in, facilitating the application of
sound management of the work and achievement of objectives.
To coordinate and organize meetings, workshops, negotiations and to establish
relationships among external and internal stakeholders for cooperation in the
field of Sector’s activities.
To represent the respective Sector at meetings.
To follow the developments, relevant legislation, procedures, and practices
relevant for the Unit/Sector’s area of responsibility and promote their
implementation.
To monitor related operational developments in the field and/or propose
potential implementation measures by the Unit.
To perform other tasks and responsibilities assigned by the Head of Sector /
Unit.
Specific tasks and responsibilities related to planning (i.e. expertise required in
operational planning):
To contribute by developing and reviewing to the planning of operations at the
EU external borders and in the third countries, in particular:
o Supporting the initiation and planning phases of the operational cycle.
o Negotiating the operational responses with the host countries.
o Drafting, consulting, and negotiating the operational plans.
o Carrying out proactive operational exigency planning.
Specific tasks and responsibilities related to Programming, policies and projects
(i.e. expertise required from at least one of the related areas: coast guard, cross-
border crimes or land border operations):
To contribute to the long-term operational concept of the European Standing
Corps’ by the Agency with operational expertise related to:
o coast guard domain, in particularly related to search and rescue (SAR);
o prevention and detection of cross-border crimes, such as motor vehicle crimes,
migrant smuggling and THB, or drugs and firearms related crimes.
o border surveillance and border checks based on the Schengen Borders Code and
other relevant regulations

To analyse and propose new initiatives related to technical and operational
support by the Agency, to contribute to the preparation, implementation of the
(pilot) projects and tests, and to prepare the integration of new activities into
the daily operational responses related to:
o coast guard functions
o countering cross border crime
o border surveillance and border checks
Specific tasks and responsibilities related to compliance and evaluation (i.e.
expertise required in compliance and/or evaluation):
To contribute to the development of the compliance and evaluation concept
and strategies, including the drafting of strategic documents, with a focus on
adherence to regulations, policies, and standards and development of the
operational evaluation framework.
To perform the evaluations and to draft evaluation reports.
To contribute to the development and maintenance of handbooks, guidelines,
and training materials for compliance and evaluation activities.
To identify and proactively propose solutions for potential compliance risks and
challenges.
Selection criteria:
Professional qualifications, competencies and experience required:
Essential:
At least 6 years of experience in the area of border management/law
enforcement or similar, whether in operational context or at the
headquarters
Specialized knowledge and at least 2 years of professional experience
related to the specific tasks and responsibilities (in the area of planning;
programming/policies/projects related to coast guard functions or
countering cross-border crime; compliance/evaluation)
Good understanding on the European cooperation related to the tasks and
responsibilities
Good knowledge of relevant international conventions on fundamental
rights and access to international protection in the context of EU border
control
Experience of working in international environment
Advantageous criteria for Planning:
Professional knowledge on relevant EU and international law, including
Schengen Borders Code, the European Integrated Border Management
and/or Frontex coordinated operations
Knowledge
in planning processes of
the European/international
organisations

Advantageous criteria for Programming, policies and projects:
Experience in participation in operational activities coordinated by Frontex
(Joint Operations/Rapid Border Interventions/Pilot Projects/Coast Guard
functions etc.)
Knowledge of EU Integrated Border Management (EU IBM) and related
strategies (migration, border management, maritime security, internal
security, etc.)
Experience in European or international projects related to development
of operational concepts or capacities for border control or coast guard
functions
Good understanding of, and experience in, EMPACT and its operational
activities at the external borders
Advantageous criteria for Compliance and evaluation:
Good understanding on the EBCG Regulation, in particular on the
operational mandate of the Agency
Personal skills & competencies required:
Excellent communication skills in English – written and oral. Ability to
produce concise, well-structured, and effective documentation,
presentations, and correspondence related to the to the tasks and
responsibilities
Strong sense of initiative and responsibility
Proficient user of standard office software (MS Office or similar)
Ability to perform under pressure and work independently with good time
management skills and ability to work in multicultural environment
Analytical ability and structured approach to complex tasks
