Job Purpose

The HR Business Partner will provide analytical and experienced support around the staff employment cycle based on Human Resources and Organizational Development (HROD) policies and will act as the first point of contact for the leaders, managers, and employees, contributing to the delivery of people solutions and implementation of the wider HROD strategies.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities

Support and advise leaders and managers in solving HROD issues and help them interpret and apply HROD policies and practices in day-to-day work
Understand and translate business requirements into effective HROD practices, delivering people solutions aligned with business objectives
Provide timely and effective recruitment and talent acquisition, including advice on policies, conflict of interests, and procedures and good recruitment practices
Oversee the different appointment types and engagements, and ensure it’s aligned with the HROD procedures, policies, and if applicable – MOA or Hosting Agreements
Plan, implement, and monitor existing initiatives and suggest improvements to support the human resources strategy
Identify human resources issues, synergies, and efficiencies in service delivery to develop and implement solutions
Undertake medium projects on HR related topics as assigned
Maintain a close collaboration and communication with the HROD Global team
Engage with managers and staff to understand their needs, review alignment of human resources services with organizational strategies, analyze and provide recommendations for service delivery gaps
In collaboration with other HROD colleagues, contribute in designing and implementing HROD programs
Engage with service providers on the requirements, demand, and delivery of services to ensure quality and consistency
Liaise with managers for contract reviews and renewals in a timely manner
Prepare HROD metrics and reports to support transparency, efficiency, and progress of projects
Provide expertise and recommendations to address questions of manager and staff
Assess the needs and requirements of managers and staff to ensure HROD services meet their needs
Contribute to the continuous improvement of HROD processes, procedures, and practices
Review and ensure that all staff contracts and consultancy contracts are following labor regulations and internal guidelines with appropriate clearances and approvals

Qualifications

Bachelor’s Degree in Business Administration, Industrial Engineering, Psychology or related field with 5 years of relevant experience in similar roles

Mandatory

Proven expertise and ability to provide support related to Recruitment, Talent Management, and diverse HR functions
Knowledge on HR policies, principles, and processes
Proficient on Microsoft Software (Excel, Word, Power Point)

Preferred

Solid recruitment experience preferably within multi-national organization environment
