The assessment aims to evaluate the accessibility, availability and responsiveness of protection services for male victims and survivors of trafficking in Thailand. It seeks to identify existing gaps and opportunities in service provision, with a focus on gender sensitivity.
Tasks to be performed under this contract
Develop detailed inception report and submit it to IOM by the fourth week of Aug 2025.
Develop draft assessment report highlighting the issues and recommendation to address the issues, and submitted to IOM for internal review by second week of Oct 2025
Facilitate validation workshop and present the findings to relevant actors by the fourth week of Oct
Undertake the revision of the report and submit the final report by end of November 2025
Deliverables
Installment
Submission of the inception report covering the detail of the assessment methodology, tools, timeline, outline of the report and proposed stakeholders to be engaged in the assessment process
15% of total contract or 1500 USD
Submission of the first draft of report outlining the issues detailed and proposed recommendations to address the issues
20% of total contract or 2000 USD
Prepare the PPT and Facilitate the validation meeting and present the initial findings to government and non-government partners
30% of total contract or 3000 USD
Submission of final draft report incorporating feedback gathered during validation workshop
35% of total contract or 3500 USD
Performance indicators for the evaluation of results
Satisfactory completion of all tasks listed above
Timely submission of all key deliverables listed above
Adherence to IOM Brand Guidelines and other visibility requirements
Technical accuracy of final products.
Required Qualifications
Education
Master’s degree or higher in migration studies, international development, law or a related field from an accredited academic institution.
Experience
At least 10 years of experience in counter-trafficking and migration issues in Southeast Asia.
Possesses knowledge and skills on gender sensitivity lens and right based approach.
Significant practical experience and knowledge of working with diverse national stakeholder groups, including with government partners on the development of networks, working groups, common standards and procedures, advocacy and technical capacity development on migration related issues.
Experience working with an international or intergovernmental organization.
Experience working with the Thai Government or other Southeast Asia countries is an advantage.

Travel required
Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6. The Consultant will receive a Daily Subsistence Allowance (DSA) according to IOM’s established rates, during their stay in the place of duty while on TDY.
