Within assigned authority, the Programme Officer will be responsible for the following specific duties: Programme development, implementation and evaluation: • Monitor and analyze social, economic, and political trends related to crime prevention and criminal justice at national, regional, and global levels. • Implement programme activities to enhance the understanding of UNODC mandates by civil society and governments and support national and inter-governmental crime prevention and police modernization strategies. • Assist and coordinate the Regional Police Modernization Project, including planning, implementation, evaluation, reporting, and stakeholder engagement. • Provide technical and administrative support within the project framework and ensures timely preparation of relevant documents. • Monitor financial resources and budget compliance, contributing to programme and project documentation and reporting, such as progress reports, work plans, programme budget, etc. • Participate in technical missions for needs assessments and proposal development with governments, UN agencies, and civil society organizations. • Guide consultants and officials, prepares mission documentation, and contribute to project performance assessments. • Support the development of Country Profiles and Strategic Programme Frameworks for submission to UNODC governing bodies. • Draft and review technical assistance proposals and project progress reports for assigned regions. • Prepare various written outputs including background papers, mission reports, policy proposals, and presentations. Substantive support to funds/resources mobilization and monitoring, liaison and partnerships, advocacy and outreach activities and substantive support to intergovernmental bodies: • Support fundraising by preparing materials, participating in donor meetings, and identifying funding sources, including cost-sharing with governments. • Promote UNODC’s work, policies, and strategies on crime prevention and criminal justice to governments, civil society, UN agencies, and the public. • Represent UNODC at policy and technical meetings, liaising with counterparts and monitoring developments. • Coordinate with UNODC and UN counterparts in Vienna and the field, following up on decisions and documentation. • Assist in organizing and delivering technical services such as expert meetings and training seminars, as well as support mentors and regional advisers. • Contribute to and prepare reports for legislative and technical bodies, including the CND and CCPCJ. Research and data collection: • Conduct surveys, design data tools, analyze responses, and prepare conclusions. • Contribute to the development and management of databases on drug control, crime, and terrorism; contributes to technical assistance for national/regional data systems. Training and capacity building activities: • Participate in workshops, seminars, training courses, and conduct presentations. • Provide substantive support in the development of relevant technical and training materials, tools and capacity building packages. • Monitor and review best practices, methodologies and programmes in the areas of crime prevention and criminal justice (including police modernization) and contribute to their promotion; pilot-test promising practices and summarize their experiences. Other related tasks: • Assist in all aspects of recruitment of project personnel, including drafting of terms of reference, evaluation and assessment of candidates, and drafting recommendations. • Assist in the procurement planning and execution for goods and services. • Supervise support staff and mentor interns and personnel as needed. • Contribute to drafting and publishing communications materials aligned with UNODC guidelines. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.
