Senior Resettlement Assistant
Organizational Setting and Work Relationships
A Senior Resettlement Assistant position is typically located at Multi-Country Office, Branch Office or Field Office. Under supervision, the incumbent’s primary role is to assist the supervisor in effective resettlement delivery of a given UNHCR Office in accordance with the UNHCR Resettlement Handbook, UNHCR Manual and relevant policy papers and publications. The incumbent provides important clerical and administrative support to resettlement operations and may as required take part in assessing cases for resettlement and conducting interviews. S/he maintains frequent contacts with the supervisor, relevant colleagues within the same Office or Offices under purview to exchange information and discuss issues on resettlement cases. Some contacts and communication at a working level are required with Embassy / Immigration Officials of resettlement countries, IOM as well as with other operating partners regarding resettlement issues.

Duties
– Carry out preliminary interviews and initial assessments to process refugees for resettlement following established procedures.
– Prepare written documentation for resettlement submission; ensure that records / files of individual cases are updated in a systematic and timely manner.
– Assess and review individual resettlement cases and prepare individual / group submission for scrutiny by the supervisor.
– Provide persons of concern (PoC) with up-to-date and accurate information on UNHCR’s resettlement policies and procedures.
– Comply with UNHCR’s standard operating procedures on resettlement, ensuring timely action on cases.
– Follow up on cases from time of submission to final decision and departure; ensure effective in-country communication on the status and follow-up on PoC being considered for resettlement.
– Assist in maintaining and updating proGres or Consolidated Online Resettlement Tracking System (CORTS) database and provide technical support.
– Coordinate travel and departure arrangements for refugees accepted for resettlement.
– Organize logistical support for governments undertaking resettlement missions.
– Provide administrative support for resettlement-related training activities, including organization of resettlement workshops and meetings as required.
– Maintain accurate resettlement statistics as well as up-to-date records on individual cases; assist in the preparation of reports.
– Draft / type routine correspondence to Field Offices / Multi-Country Offices / Headquarters.
– Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process; comply with UNHCR policy and guidelines on HIV/AIDS.
– Assist in mitigating resettlement fraud by reporting suspected fraud.
– Recommend eligible cases for resettlement consideration.
– Provide counselling to PoC.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

Desired Candidate Profile

– Relevant experience in refugee protection, resettlement, or humanitarian work.
– Experience in drafting Resettlement Registration Forms (RRFs), maintaining accurate records and updating databases.
– Experience in conducting interviews with PoCs to assess resettlement needs and eligibility.
– Excellent drafting skills in French and in english.
– Knowledge of UNHCR’s resettlement tools and procedures is an asset.
– Proficiency in computer tools, particularly MS Office applications.
– Knowledge of local Arabic would be an asset.

Following a recent increase of resettlement quotas allocated to this area of operation, the operation is looking into Resettlement as an adequate durable solution for a decent number of refugees. Identification is a serious challenge, due to limited capacity and issues relating to family composition.
Under the direct supervision of the Head of Field Office of Amdjarass, and the technical guidance of the Associate RST and Complimentary Pathways in Iriba, the incumbent will be involved in the planning and coordination of movements and departures from the camps de Ourecasoni to N ”Djamena while liaising with the authorities, UNHCR Partners such as IOM and UNHCR colleagues in Field Offices. The position holder will also be expected to undertake resettlement interviews and drafting of assessment for referral to the Resettlement countries through the Regional bureau.
Prior experience of v4 ProGres is required, while prior experience of RSD is desirable. It is essential that the candidate is capable of working in a challenging environment with few resources, therefore requiring flexibility, resourcefulness and ability to look for innovative solutions.
With the upscaling of resettlement activities in Chad for the years 2022-2024, the position holder is expected to be a dynamic and self-motivated individual. The position is under the direct supervision of the Head of Office, and overall technical supervision of the Resettlement and Complementary Pathways Officer in N ”Djamena. The incumbent will be involved in case preparation, interviewing, planning and coordination of resettlement activities including durable solutions panels, departures, liaising with the authorities in Chad, UNHCR Partners and supporting visiting resettlement country missions in Chad.
Given the considerable and diverse workload, it is important that the applicant be motivated, hard-working, organized and fluent in English and French (written and spoken), as all communications within the office and with external partners such as Government and humanitarian agencies are conducted in French, while resettlement caseworker and communication is conducted in English. Arabic is also desirable for communication with the refugee population.
In terms of working and living conditions, Amdjrass is a small town that has only very basic infrastructure. The climate is hot and cold and semi-arid, with a rainy season from July to September. UNHCR Staff can choose their residence while respecting Residential Security Measures. Electricity supply can be unstable and international staff members are provided generators by the office and Guest house. Water supplies is very difficult in most areas but a personal food and drinkable water supply is required from Abeche or N”Djamena to Amdjaras. Most relevant supplies can be found on local markets though choice can be limited compared to other hubs and prices are high as most goods are imported. Banking facilities are available through local banks, such as Ecobank and BCC in Abeche. Health care standards can be qualified as basic with staff members encouraged to subscribe International SOS Clinic Services. Serious or complicated health conditions require evacuation to other city and dental / other specialized care may not be available. Malaria is the most common infectious disease prevalent in Tchad.
UNHAS flights are the prime means of transport to N”djamena and from Field locations. Telecommunication services are basic and expensive with two mobile phone / internet operators with 4G services available. The UNHCR Office is covered by Airtel”s VSAT services.
