WE ARE

The unit is responsible for strategic communication and coordination, including inter-institutional
relations, in the Directorate-General for Enlargement and Eastern Neighbourhood (DG ENEST). It
manages the DG’s external, internal and corporate communication activities, including social media,
communication campaigns, press releases, lines-to-take and other communication assets, and
relations with the Spokespersons’ Service. It supports geographic units in developing and
implementing strategic communication strategies and is the focus point for matters relating to
Foreign Information Manipulation and Interference (FIMI), including disinformation targeting ENEST
policies. On the inter-institutional side, the Sector manages relations with the European Parliament
and the Committees. It coordinates legislative processes and serves as the central point for
briefings and speeches. Finally, it ensures general policy coordination on global issues, including
relations with the UN, with third countries, G7/G20, and Strategic Foresight.

We are seeking a highly skilled and politically astute Speechwriter to coordinate and prepare
articulate, and persuasive speeches that for the political level that align with policy positions and
strategic priorities. The ideal candidate will possess a deep understanding of political messaging,
current affairs, and public policy, with the ability to adapt tone, language, and content to suit
various audiences and platforms.

The position involves close interaction with the Cabinet of the Commissioner, and regular contact
and coordination with colleagues throughout the Directorate-General in the preparation of
speeches and other communication products.

WE LOOK FOR

We are looking to hire a highly skilled and politically astute speechwriter with in-depth knowledge
of EU Enlargement and Eastern Neighbourhood policy, ideally gained through direct experience
within or in close collaboration with DG NEAR (now DG ENEST) or related EU institutions. The ideal
candidate will demonstrate excellent drafting skills in English, German, and French, and have a flair
for creative political storytelling tailored to high-level audiences.

A minimum of three years’ experience drafting speeches at the political level is essential, as is at
least three years of concrete professional experience working on Enlargement and Neighbourhood
East policy files. Prior involvement in the policy-shaping process—such as contributing to
negotiating frameworks, monitoring reports, or strategic communication related to pre-accession
countries—will be considered a strong asset.

The role requires close coordination with DG ENEST policy teams, the Commission’s Spokesperson’s
Service, and other Commission services, as well as managing sensitive political messaging under
tight deadlines. Experience in liaising with the European Parliament and Council Working Parties,
particularly in the context of pre-accession or European Neighbourhood East policy, will be an
advantage.
