JOB DESCRIPTION

The Human Resources Officer will be working in one of the areas of the Human Resources Unit within the Administration Centre and will be responsible for the following tasks:

Selection and Recruitment

  1. Assist in the management of the recruitment plan and reserve lists;
  2. Draft, publish and advertise vacancy notices;
  3. Support the selection processes of EUAA statutory staff (temporary  agents and  contract agents) as well as Seconded National Experts and trainees by screening applications, organising written tests and interviews and preparing the respective reports;
  1. Provide support to the Selection Committees during all phases of the selection procedures, and provide guidance on the best HR practices and applicable rules;
  2. Establish and maintain paper and electronic records of the selection procedures in accordance with agreed standards;
  3. Implement the recruitment process (draft offer letters, handle pre-recruitment medical examinations, onboarding of newcomers, etc.);
  4. Process reimbursement of travel expenses for candidates when applicable and monitor the execution of the relevant budget;
  5. Contribute to the timely payment of selection and recruitment related invoices and sound financial management of the related budget;
  6. Support the implementation of projects and activities under the relevant HR area, as per the HR strategy.

Learning and Development

  1. Contribute to the implementation of the annual performance appraisal and reclassification exercise;
  2. Provide support in timely payment of learning and development related invoices  and reimbursements, and in the management of the training budget;
  1. Contribute to the management of learning activities for staff members and induction training for newcomers;
  1. Assist in evaluating training activities and in drawing conclusions on its    effectiveness      and efficiency to improve learning strategies and activities;
  1. Support the implementation of initiatives related to learning and development such as staff engagement survey, competency framework, and learning needs analysis;
  2. Support the implementation of projects and activities under the relevant HR area, as per the HR strategy.

Payroll and Entitlements

  1. Coordinate the entry-into-service process as well as the exit related processes;
  2. Establish the staff individual rights, in accordance with the applicable rules, regulations and policies;
  3. Ensure the timely payment of staff salaries, and ensure sound financial management of the Agency’s HR-related budget;
  4. Coordinate the leave management;
  5. Manage all administrative tasks related to the sound personnel administration (e.g. special working arrangements, probationary period, contract renewals, pension transfers, annual medical check-ups, schooling, etc.);
  6. Contribute to the timely payment of invoices, e.g. interim services, invoices from contractors and sound financial management of the related budget;
  7. Contribute to the development and implementation of HR Policies, implementing acts in compliance with the regulatory framework in place;
  8. Ensure that information on personnel is kept up to date and readily accessible to management and staff in conformity with the rules on personal data protection;
  9. Support the implementation of projects and activities under the relevant HR area, as per the HR strategy.

  11. Eligibility Criteria

Candidates will be considered eligible for selection based on the fulfilment of the following formal criteria by the deadline for applications:

 

  1. Have a level of education that corresponds to completed university studies of at least 3 years attested by a diploma3;
  • Be nationals of one of the Member States of the European Union, Iceland, Liechtenstein, Norway, and Switzerland;
  1. Be entitled to full rights as an EU citizen;
  2. Have fulfilled any obligations imposed on them by the laws on military service;
  3. Possess a thorough knowledge (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL) of one of the official EU languages and a satisfactory knowledge (level B2 in all dimensions as per the CEFRL) of another one of these languages to the extent necessary for the performance of the duties pertaining to the post4;
  4. Meet the character requirements for the duties involved5;
  5. Be physically fit to perform the duties linked to the post6.
  6. Selection Criteria

If the eligibility criteria set out in section A) Eligibility criteria are met, the candidates’ applications will be evaluated on the following selection criteria. These criteria have been subdivided into two categories: Essential and Advantageous Selection Criteria.

Please note that all Essential criteria are mandatory, meaning that no application will be assessed further if a candidate obtains a zero score in any of the Essential Criteria.

The most suitable candidates with the highest overall scores will be invited to an interview.

Essential

  1. Professional experience in Human Resources of at least 3 years with tasks closely related to those described in section 2. Job Description;
  2. Professional experience in developing and implementing Human Resources policies, processes, and/or strategies;
    1. Professional experience in project management;
    2. Professional experience working with Human Resources software, tools and/or databases. Advantageous
    3. Professional experience working with EU Staff Regulations, Condition of Employment of Other Servants of the European Union (CEOS) and Implementing Rules;
    4. Professional experience in financial and/or procurement procedures linked to Human Resources.
