Organization Mission

Context

IOM Türkiye is operating in a complex migration environment. The country is hosting over 4 million of migrants and refugees under various administrative status. IOM Türkiye supports developing migrant integration policy and is implementing capacity building programs aiming at social cohesion of migrants in the country and strengthening the capacity of authorities at central and local levels.

Key Responsibilities

Under the overall supervision of the National Project Officer and the direct supervision of the Senior ICT Associate, the successful candidate will be responsible and accountable for providing the necessary frontend development support and guidance to Presidency of Migration Management office located in Ankara.

• Design and development of systems for YIMER, Migration Portal (Göç Portal) and Migration Mobile app.
• Design, develop, test, and deploy enterprise level software; maintain and support legacy systems.
• Develop and maintain complex software systems using Microsoft .NET technologies, including C#, SQL Server, WCF, ADO.NET, etc.
• Maintain existing application code, as well as write code to support new project features, enhancements, and fixes.
• Work as part of a team, collaborate with others, and communicate effectively.
• Develop detailed, logical test plans and write test cases that will ensure all software is released to the QA team for regression testing.
• Assist with the creation of unit test plans, and debug system issues.
• Conduct code reviews and regression testing.
• Coordinate with QA team to escalate problems.
• Research best practices, emerging technologies, new programming languages, and industry developments, and incorporate them into existing software.
• Perform such other related duties as may be assigned.

The UN Volunteer might be expected to submit a brief report to IOM after each implementation. The reporting and deliverables language shall be Turkish. All information shall be provided in electronic versions in Word and PDF format. The UN Volunteer shall be solely liable for the accuracy and reliability of the data/information provided and links to sources of information used. If translations to other languages are required, IOM will coordinate the translation of the outputs into relevant languages.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to:
• Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment;
• Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity;
• Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal;
• Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address;
• Access to shared host entity corporate knowledge, training and learning;
• Inclusion of the volunteer in emergency procedures such as evacuations;
• Leave management;
• DSA for official travel, when applicable;
• All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer (UNV);
• Investigate misconduct: sharing reports with the UNV;
• Provide emergency assistance, e.g. the death of volunteer or medical evacuation, in collaboration with UNV. Accept letters of guarantees or potential liabilities for covering medical costs not claimable under medical insurance in extraordinary situations (e.g. isolation facilities` services during pandemics).

Required Skills and Experience

• At least 2 years of experience in the relevant area.
• Proven experience in developing applications using ASP.NET MVC, .NET Core (version 5 and above), .NET, and IIS 8.0 or later technologies.
• Proficient in developing web applications using C# on the .NET platform, with experience in UML modeling and multi-tier software architecture.
• Experienced in web services, including SOAP, RESTful, WCF, Web API, and Windows Services.
• Skilled and experienced in web technologies such as JQuery, Bootstrap, AJAX, CSS, XML, JavaScript, HTML, and HTML5.
• Familiar with and experienced in Single Page Application (SPA) development.
• Practical experience with at least one of the following databases: PostgreSQL or Oracle.
• Experienced in ORM tools (such as Entity Framework) and ADO.NET.
• Proficient in writing database Stored Procedures, Functions, and Triggers.
• Experience using version control and configuration management systems such as Team Foundation Server (TFS), Azure DevOps, Git, and Subversion (SVN), with in-depth knowledge of at least one.
• Strong understanding of software paradigms such as Design Patterns, Clean Code, and SOLID principles.
• Experience in the software development life cycle and secure software development practices.
• Experienced and knowledgeable in multi-layered (n-tier) architecture.
• Experience in the development, support, and maintenance of websites.
• Experience in systems integration and understanding of web service technologies.
• Full computer literacy.
• Demonstrated ability in research and report writing.

Preferred Qualifications:
• Experience in mobile application development.
• Experience and knowledge in PHP, Java, .NET, MySQL, MS SQL, and Oracle.
• Experience in public sector ICT projects.

Summary of National UN Volunteer Expert Entitlements (paid in local currency):
• Current Monthly Living Allowance (MLA) is USD 2,260 (Paid in Turkish Lira)
• Private insurance: Health, dental, life and dismemberment coverage by CIGNA
As per the UN’s diplomatic mission status, it is not included in the National Security Institution’s (SGK) system but can only be initiated on a private basis by UN Volunteers.
• Entry allowance (one-time payment): USD 400 (Paid in Turkish Lira)
• Exit allowance: USD 134 per month and upon the satisfactory completion of assignment (Paid in Turkish Lira)
• Annual leave: 2.5 days accrued per calendar month
• Free access to different learning platforms and UN & UNV network

The UN Volunteer will be based in Ankara and responsible for arranging her/his own housing and other living essentials.
