REDD+ Technical Manager – Vuen Sai Siem Pang

POSITION SUMMARY – This position is based in Phnom Penh, Cambodia
The Technical Manager will be responsible for the end-to-end development and ongoing management of a REDD+ project in the Vuen Sai Siem Pang (VSSP) landscape. The role will provide strategic and technical leadership in ensuring the REDD+ project meets the highest standards, including Climate, Community and Biodiversity (CCB) and Verified Carbon Standard (VCS) certification requirements. This includes leading the development of the Project Design Document (PDD), coordinating technical assessments, stakeholder consultations, and compliance with national and international carbon standards. It will work closely with the Program Manager and Thematic Managers to ensure implementation is on track, to budget and conducted to a high quality.
RESPONSIBILITIES
REDD+ Project Establishment and Management
- Oversee the overall development and implementation of the REDD+ project in VSSP.
- Work closely with the VSSP Program Manager to manage project timelines, milestones, budgets, and deliverables to ensure timely and successful project outcomes.
- Work closely with the CI Cambodia Thematic Leads to ensure that all activities are implemented to high quality, aligning with global best practice and CI requirements.
Technical Leadership & Standards Compliance
- Serve as the technical lead in ensuring project alignment with REDD+ standards, including CCB and VCS.
- Lead the development and submission of the Project Design Document (PDD).
- Work with CI’s technical teams to ensure proper application of methodologies, including land cover change analysis, carbon accounting, and social and biodiversity impact assessments.
- Provide quality control and validation of data, reports, and technical documents related to carbon and co-benefit outcomes.
Coordination & Stakeholder Engagement
- Work closely with national and sub-national government counterparts, community stakeholders, and NGOs to ensure inclusive and transparent project implementation.
- Lead technical consultations with verifiers, auditors, and carbon standards bodies.
- Represent the project in technical working groups, relevant REDD+ networks, and verification processes.
Capacity Building and Knowledge Management
- Mentor and support technical staff and field teams in REDD+ project activities.
- Develop and deliver technical training and knowledge-sharing sessions on REDD+ concepts and requirements.
- Document best practices, lessons learned, and contribute to broader REDD+ knowledge generation.
Monitoring, Reporting, and Verification (MRV)
- Guide the development of MRV systems for carbon stocks, forest cover, and co-benefits.
- Coordinate periodic updates and verifications as required by the VCS and CCB frameworks.
Risk Management
- Ensure all Project’s within the VSSP Landscape aligns with CI Safeguards and Policies, ensure implementation of project safeguarding plans, collaborating closely with the Safeguards Manager.
Donor Management
- Engage with CI’s Grants Management Staff to ensure timely, detailed and articulate information flows between donor and CI.
Diversity, Equity, and Inclusion
- Champion the fair treatment and full participation of all peoples in the programme, particularly those groups who have historically been underrepresented or subject to discrimination.
People and Resource Management Responsibilities
- This position holds direct management responsibility of up to 5 people. The position will hold oversight of >20 staff with part time roles in the project, working under a Matrix Management structure.
- This position holds budget management responsibility for all project budgets in the VSSP
- This position holds authority to report to donors directly
- This position holds authority to manage sub-grants, contracts and consultants from landscape budgets.
Perform additional related duties as assigned by supervisor.
WORKING CONDITIONS
- Typical office environment. May need to work extended hours as needed.
- Frequent travel to rural and remote areas.
- This role is a fixed-term assignment.
QUALIFICATIONS
Required
- Bachelors degree in Project Management, Conservation, Natural Resource Management, International Development, Business Administration, Social Sciences or another related field
- 4 to 6 years of professional experience managing conservation and/or development projects
- Minimum 3 years of experience in REDD+ project design and implementation, including strong familiarity with CCB and VSC standards.
- Upto 2 years of supervisory experience
- Full knowledge and expertise in Project Management principles, concepts, and practices
- Proven track record of leading the development of Project Design Documents (PDDs)
- Proven experience in programme management, including planning, implementation, and monitoring of complex programs.

- Excellent interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders including government officials, local communities, NGOs, and international organizations.
- Excellent organizational skills, facilitated by strong MS Office abilities.
- Demonstrated leadership skills and the ability to work effectively in a team environment.
- Strong analytical and problem-solving abilities, with a results-oriented approach.
- Fluency in English is required.
Preferred
- Master’s degree in Project Management, Conservation, Natural Resource Management, International Development, Business Administration, Social Sciences or another related field.
