PURPOSE OF CONSULTANCY

Background
The primary objective of the Department of Health Systems and Services is to strengthen health systems based on Primary Health Care, support the transformation of national health systems to improve equity and resilience, strengthen Primary Health Care (PHC), and address the relevant issues related to human resources as health systems move towards the achievement of Universal Health. Its work encompasses the following areas: integrated services delivery, strengthening of health systems governance and stewardship; developing efficient and equitable financial mechanisms to ensure adequate public funding of the health system; human resources for health, healthy life course; the Virtual Campus of Public Health, and Maternal, Neonatal and Reproductive Health.

Unit Background

The Life Course Unit (HL) within the Health Services and Systems Department (HSS)

a) Supports implementation of evidence-based multidimensional strategies to approach populations and individuals’ health needs, while considering demographic, epidemiologic and other transitions.
b) Promotes multisectoral public health policies, plans, programs and interventions using a life course approach leveraging the capacity of health systems to improve wellbeing and healthy trajectories of individuals and populations.
c) Provides technical cooperation to strengthen integrated and person-centered care, especially in primary health care, to boost and maintain health capacities and guarantee a more effective approach to disease and risk factors across the life span.
d) Promotes good practices to prevent and address bottlenecks for effective access and coverage that respond to health needs during the life span, especially in populations living in conditions of vulnerability.
e) Generates continuous education to increase workforce capacity to address individuals and populations needs with a life course perspective.
f) Strengthens multiagency and multisectoral alliances to guarantee collaboration towards effective work in health and development for all at all ages, leaving no one behind.

DESCRIPTION OF DUTIES:

Responsibilities

Under the direct supervision of the Unit Chief of the Life Course, the consultant is expected to:

1) Support the Life Course Unit in moving forward technical documents in the pipeline and planned activities related to the coordination and implementation of the LCA to strengthen integration within primary health care focused on the first two decades of life.

2)Provide technical and logistical support in organizing and preparing reference documents, concept notes and technical reports from technical meetings and webinars related to the first two decades of Life Course, especially activities related with GSED 1.0, 2.0 and the Pocketbook:

  • Support the regional adaptation of the WHO EURO Pocket Book of Primary Health Care for Children and Adolescents, including review and adaptation of selected chapters and sections, coordinating with relevant PAHO technical areas and consultants to obtain their input in specific areas and supervising the incorporation of the new content into the draft Pocketbook, liaising with WHO and PAHO technical officers to ensure alignment with most recent technical guidance and insights, and supporting coordination of the Editorial Cie established by PAHO.
  • Coordinate the translation and implementation of the roll-out of GSED in the Region.

3) Provide technical input in the development of the regional guidance document on Integrated, Person-centered Health Services for children and adolescents with a Life Course Approach.

4) Perform other related duties, as assigned

Installment Schedule- Specific deliverables expected

1) Progress report on the adaptation of the WHO Pocket Book summarizing key technical developments and follow-up with relevant PAHO units, thematic experts, WHO colleagues, and external partners. Includes documentation of technical meetings, consultations, or workshops, as applicable. Due date: October 31, 2025

2) Progress report on the GSED roll-out, technical support provided, coordination efforts with partners (e.g., WHO, IDB, UNICEF), and summary of relevant country-level or regional events. May include preparatory notes for upcoming missions or workshops. Due date: 31 October 2025

3) Final report on the roll-out of GSED during the contract period, with clear indication of next steps. 30 November 2025

4) Complete draft of the adapted Spanish-language version of the Pocket Book. Deliverable includes the document in Spanish in Word and a version in PDF format with the proposed adaptations included in the text and highlighted for easy detection. Due date: 20 December 2025

5) Technical report detailing the adaptation process and carefully listing the information sources for the adapted Pocket Book, pending issues and next steps for finalization and dissemination. Due date: 31 December 2025

Qualifications

  • Strong analytical and quantitative skills with strong attention to details.
  • Strong motivation and organizational and management skills.
  • Capable of being proactive when the situation requires.
  • Advanced knowledge in the use of Excel and other data analytical tools, as well as Power Point, and Word
  • Ability to work effectively under pressure in a diverse, team-oriented environment.
  • Experience working in multicultural environments.
  • Proven experience in public health and clinical guideline development or adaptation
  • Familiarity with PAHO/WHO guidelines and regional public health context
  • Excellent communication skills and ability to work collaboratively with technical teams

Professional experience:

Required: 7 years of experience working on health-related projects and programs across the life course.

Desired: 2 years implementing public health programs in the first two decades of life and other strategies related to care for children and adolescents

Education:

Required: Medical doctor with specialization in pediatrics, or in any other field (public health, public policy) related to the functions of the post from a recognized university.

Desired: Master’s degree on public health, public policy or any other field related to functions.

Languages:

Required: Fluent in written and spoken Spanish and English

Desired: Basic knowledge of Portuguese and French are a plus.
