Organizational Setting

The main aim of the FAO country office, which is headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The devastating conflict in Tigray-Ethiopia is affecting all the 6 zones (South, South East, Eastern, North Western, Western and Central). It erupted at harvest time in 2020, leaving communities without food stocks, seeds, incomes and in most cases livestock. The conflict is estimated to have affected about 1.118 million households. The 2021 Meher season is well underway; the DRM-Agriculture Task Force would like to ensure that partners are supported to respond to the needs through a well-coordinated response. Coordination needs have risen and there is an anticipated increase in the level of agriculture and livelihood response and funding. The Sub-Regional DRM- ATF Coordinator (Shire Hub) is one of the core Agriculture Coordination team members and plays a vital role in ensuring timely, coherent and effective food security interventions by mobilizing stakeholders to respond in a coordinated and strategic manner to a humanitarian crisis. The Sub regional-ATF coordinator in Shire will work impartially with all members of the taskforce and represents the group as a whole, and not a specific agency. S/he will work closely with the Tigray Regional DRM-ATF Coordinator and the Shire Head of Sub-office of Coordination of Humanitarian Affairs (OCHA) or their designated official as required.

Reporting Lines

The Shire ATF Coordinator reports to the Tigray Agriculture Cluster Coordinator, covering the ”constituency” that falls under the Shire Hub. He/she responds to the membership”s needs for information.

Technical Focus

The Sub-Regional DRM-ATF-C is responsible for the day-to-day management of the information management tool for Shire, under the technical guidance and support of the IM team in Tigray. The coordinator needs to be able to liaise and communicate with a wide range of stakeholders and acts as a ”bridge” between food security decision makers and technical information management team.

Tasks and responsibilities

• Establish and maintain appropriate humanitarian coordination mechanisms: ensure inclusion of key partners at Shire level, organize regular cluster meetings, as required. • Ensure timely, inclusive and regular information sharing and discussion with the cluster partners through various modalities including cluster meetings, email dissemination of cluster products (dashboards, maps, assessments, etc.). • Ensure monitoring of the agriculture response implementation and reporting in Shire and share bi-weekly and monthly reports. • Facilitate / lead needs assessment & analysis, support in conducting surveys and assessments and dissemination of available information to partners. • Ensure mainstreaming of cross-cutting and cross-sectoral issues (e.g. gender, age, HIV and AIDS, human rights, disability, environment, early recovery, protection, nutrition) and appropriate participatory and community-based approaches in cluster/inter-cluster needs assessments, analysis, planning, implementation and monitoring in Shire. • Contribute to country level contingency planning and coordinate cluster/sector-wide emergency preparedness and response. • Identify capacity gaps and needs and provide training and capacity building opportunities to DRM-ATF partners in Shire • Proactively gather information from Shire DRM-ATF partners and other organizations which may be of use in ensuring informed decision-making processes; • Create and maintain Contact directories and mailing lists; • Work on all other relevant tasks as requested by the Regional DRM-ATF Coordinator. • Perform any other related tasks as and when requested

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Candidate should be national of Ethiopia • University degree in food security, agriculture, economics, humanitarian affairs or related field. • Minimum 5 years of professional experience in humanitarian response at a mid or senior level. • Working knowledge of English (Level C) and knowledge of the local languages (Amharic, Tigrinya).

Technical/Functional Skills

• Experience in food security related topics is mandatory and experience in the food security is desirable. • Work experience in more than one location or area of work responding to agriculture or any food security related issues. • Relevance experience in coordination and working with humanitarian partners (NNGO, INGO, UN). • Relevance experience in working in very fragile difficult contexts will be an added advantage. • Familiarity with Tigray or similar contexts is desirable. • Willingness and ability to work in difficult environments, in often stressful time and critical situations. • Formal training in Cluster CC or previous Cluster experience is preferable. • Working experience in Tigray is desirable.
