Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative (FAOR) , is to assist governments to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. For the period 2022-2026, the FAO Office in Zimbabwe is supporting Government efforts through the Country Programme Framework (CPF) which is based on three pillars: (i) Promotion of inclusive and sustainable agrifood systems to address food security and nutrition. (ii) Building resilience to climate change, agricultural threats, and crisis; (iii) Sustainable management of natural resources and environmental protection. This position will assist FAO in delivering the project ‘Mitigating the Impact of El Nino-induced Drought’.
The position is located in Bulawayo, Zimbabwe.
Reporting Lines
The Emergency and Rehabilitation Specialist will work under the overall supervision of the FAO Representative in Zimbabwe, and direct supervision of the AFAOR-Programme, the International Resilience Specialist and in close collaboration with FAO’s Project Coordinator and Livestock Specialist/s and as well as with the designated Lead Technical Officer (LTO) as required. .
Technical Focus
• The incumbent will provide oversight and coordination off the implementation of emergency and anticipatory actions to improve access to livestock feed and nutrition, plan and execute livestock watering infrastructure construction and facilitate dissemination of drought advisory messages. S/he will ensure enhanced role of women in decision making and participation across the whole project, in particular mitigation against Gender-Based Violence as well as Prevention of Sexual Exploitation and Abuse. The role also ensures effective communication among project stakeholders and enhance project visibility.
Tasks and responsibilities
The tasks for this position will be related to the following areas.
• Coordinates the project through work planning, budget monitoring, monitoring and evaluation and follow-up with the implementing partners to ensure all activities are implemented in accordance to the project logframe; • Ensures timely procurement of all goods and services for the project in accordance to FAO rules and regulations. • Facilitates and undertakes regular communication with all project stakeholders (MLAFWRD, MoLOG, partners, etc) including chairing and organizing project Coordination meetings. • Prepares project reports as per funding agreement and as requested by various audiences. • Provides recommendations to the Budget Holder for management actions of the project. • Participates in timely project closures. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; • Understand FAO basic communication, and prepare the project communication plan • Contribute to regular (at least monthly) and quality information (images and text) feeding the validated communication plan implementation • Produce at least one key communication product per month (video or podcast interview, article, or publication) talking about your expertise and technical innovative knowledge, areas of responsibility, and FAO project’s work and results, acknowledging donors and partners • Performs any other related duties as may be required.
Liaison with the OCC will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, appropriate review and clearance processes. Minimum Requirements
• Advanced (Master’s) university degree agriculture, water resources, livestock, nutrition, development studies, disaster management, or closely related field • At least five years of relevant experience in resilience and emergency, livelihood assistance, project management and/or coordination in the rural and drought affected areas, agriculture, food security and nutrition, or related disciplines with NGOs or UN Organization in a multicultural environment required. • Working knowledge of English and any local language • National of Zimbabwe

Technical/Functional Skills
• Experience in resilience and emergency support, project design, coordination, M&E, value chain, humanitarian coordination, agriculture food security and nutrition, livelihoods, and NRM, management and implementation. • Excellent interpersonal communications and coordination skills, and proven ability to work constructively with a variety of stakeholders to achieve common goals. • Demonstrated understanding of the purpose and functions of the technical programme, operational guidelines and project/programme management procedures, preferably those adopted by the United Nations or FAO. • Extent and relevance of experience in the field of humanitarian assistance relating to food and nutrition security, agriculture and rural development. • Extent and relevance of experience in the identification, formulation and preparation of programme and project proposals as well as programme/project implementation, monitoring and review.
