Field Associate

Organizational Setting and Work Relationships
The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
– Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
– Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
– Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
– Keep regular contacts with local authorities and implementing partners as requested by supervisor.
– Act as interpreter when required.
– Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
– Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
– Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
– In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
– Negotiate with local authority counterparts, partners and populations of concern.
– Represent UNHCR in physical monitoring of projects.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Nature of Position:

The Field Associate will represent UNHCR in the Bokh AoR, leading camp coordination and camp management (CCCM) activities, and ensuring the effective delivery of international protection and humanitarian assistance. The incumbent will play a central role in supporting Mirqaan and Hegalle refugee settlements, ensuring access to lifesaving services including food, shelter, water, sanitation, and hygiene (WASH), while fostering peaceful coexistence between refugees and host communities.

Living and Working Conditions:

Further to the conflict in and around the Laascanood area of Somaliland state of Somalia (Sool region) of early 2023, an estimated 100,000 refugees crossed into the Doolo zone of the Somali Regional State of Ethiopia. In order to respond effectively, UNHCR set up a base in Bokh, a small town located in Doolo zone of the Somali Regional State of Ethiopia and headquarters of the Bokh woreda (district), with an estimated population of 50,000 people. Bokh is situated 170 kms from Wardher, the zonal capital of Doolo zone and some 80-100 kms from the Ethiopia-Somalia border. Bokh is also located at almost 700 Kms from Jijiga, the headquarters of the Somali Regional State Government where UNHCR Sub-Office is based.

Given the remoteness of the area and its proximity to the border with Somalia, the security situation in Bokh is considered to be fluid and requires a sense of vigilance and alertness. UNHCR’s Field security staff on ground in collaboration with UNDSS provides security advisories regularly to all staff in Bokh and the surrounding field locations to which adherence is expected. There are a limited private accommodation options in Bokh, although some developments are expected to take place.  Provision of accommodation to national staff is not yet decided. Security briefing is mandatory upon arrival at the duty station. All travel itineraries should report to the radio room before departure and continue reporting their position every 60 minutes, until back to base. Official working hours are Monday through Thursday:  08:00 – 12:00 and 13:00 – 17:00 hours; while on Fridays 08:00 – 13:30 hours.

Bokh is served by a Government Health Centre and a Level-1 Hospital in Wardher, both of which offering basic medical services.  It should be emphasized that the medical facilities in the area are insufficient to treat complicated medical cases. The UN Team in Bokh is working on a plan to establish a UN Clinic with a full-time doctor and nurse to provide onsite medical assistance to staff and also process referrals as may be needed. A medevac plan is also under discussion in collaboration with the Medical Services Team at the Regional Bureau in Nairobi and the UN Health Care Centre in Addis Ababa; the latter provides 24/7 health care services for eligible UN staff and their dependents in different specialized Medical Units. Bokh also has small markets, restaurants and shops from where food and other household items can be purchased. Banking services are very limited in Bokh and it is always advisable to carry cash. The only Ethiopian Commercial Bank branch is located 170 kms away in Wardher where financial services, including ATM machines, can easily be accessed. However, a microfinance agent exists in Bokh and facilitates some small financial transactions in the local currency.

Transportation in and out of Bokh is by road. However, the UN Team is mobilizing donors to facilitate the establishment of an airstrip in Bokh so that UNHAS can operate regular flights to Addis Ababa. Land for the airstrip has already been provided by the authorities and technical surveys undertaken by Ethiopian Aviation authorities. In the meantime, travel is either through Jijiga (served by Ethiopian Airlines daily) or through Kebridehar where Ethiopian Airlines flies from Addis Ababa twice a week, and then onward on a road journey for two days, some 7 hours on a dusty road for each day.

International staff reside in the UNHCR guesthouse, where UNHCR provides power and connectivity as the government-provided grid is not strong and reliable. The rooms are self-contained, although with very basic furniture and facilities.

Network coverage is unreliable in Bokh. In commercial hotel accommodations, there is no access to the internet at all. Connection to wireless networks and other ICT needs is better now compared to the early stages of emergency. Although sometimes it can be disrupted because of the weather or other conditions.
