Enabel is the Belgian Agency for International Cooperation. It carries out Belgian governmental cooperation. The Agency also implements actions for other national and international organization. Together with its Belgian and international partners, Enabel provides solutions to address pressing global challenges: climate change, urbanisation, human mobility, peace and security, social and economic inequalities, and global citizenship. With 1500 employees, Enabel manages some 150 projects in around twenty countries, in Belgium, Africa and the Middle East.

Context

The Belgian Agency for International Cooperation is growing exponentially in Senegal and The Gambia, with a dozen projects currently underway, funded in particular by Belgium and the European Union. The annual volume of expenditure is between 20 and 25 million euros, reflecting a high operational intensity.

In this context, an efficient organisation of support services is essential, particularly in the field of contracting (public contracts, subsidy agreements, cooperation agreements, etc.), in order to ensure the quality, continuity and efficiency of operations.

This recruitment aims to strengthen the team of the Boosting Gambian Talent project, to meet the current and future needs of Enabel in The Gambia, in a context of start-up and intensification of activities.

Job description

Under the supervision of an Expert in Contractualization and Administration, the public procurement officer will have the main mission of ensuring the proper management of public contracts, subsidies and other types of contracts.

  • You draft contractual documents (legal-administrative component);
  • You ensure publications in regulatory channels and invitations;
  • You organize procurement procedures and ensure their regularity;
  • You compile structured and complete files;
  • You support interventions in the planning, monitoring and execution of contracts;
  • You provide appropriate tools (templates, checklists, guides, etc.);
  • You advise teams on contract management and policy enforcement;
  • You capitalize on good practices and ensure their dissemination;
  • You follow up on audit observations and support the implementation of recommendations;
  • You manage purchases > €3,000 including VAT;
  • You ensure the classification and encoding of data in the appropriate tools.

Your profile

Degree

  • Bachelor (law, management, economics, public administration, etc. or in a field relevant to the position) or specialization in Public Procurement;

Required experience

  • Minimum 3 years of experience in public procurement and/or structured procurement (NGO tenders, or equivalent procedures);
  • Knowledge of procurement management and/or public procurement;
  • Experience in an international cooperation structure and/or in an international non-governmental organization is an asset;
  • Excellent command of oral and written English;
  • Excellent command of computer tools;
  • Personal skills: Integrity, sense of responsibility, autonomy, proactivity, organization, rigor, team spirit, good analytical/synthesis skills, very good writing skills, resistance to pressure and ability to solve problems.
