JOB DESCRIPTION
Job Summary
Position Title: Professional Institutional Strengthening Consultant. Category A. Location: Bogotá. Contract Type: Consulting (6 months). Vacancies: 1.
Key Responsibilities
Tasks to be performed under this contract:
- Prepare and submit to the contract supervisor a work plan that complies with the activities and products indicated in these terms of reference and the IOM guidelines.
- Provide advice on the planning, management, and efficient implementation of the activities planned for ongoing projects.
- Provide support in the preparation of documents on the progress of implementing durable solutions and institutional strengthening projects.
- Contribute to the preparation of technical input for narrative reports and to the verification of agreed commitments, goals, and results.
- Conduct a review of technical documents arising from the implementation of projects, agreements, and alliances.
- Support the technical, administrative, operational, financial, and legal monitoring of projects, agreements, and partnerships signed.
- Prepare inputs for the implementation of working groups, meetings, and spaces for dialogue and consultation in which the program must participate.

- Assist the program in dialogues and work agendas that must be held with allied institutions and public entities, such as the Ministry of the Interior, the Territorial Renewal Agency, the Victims Unit, social organizations, the international community, and donors.
- Support the identification and documentation of best practices, lessons learned, and strategies to improve the achievement of results in existing projects.
- Submit a monthly and final report on the activities carried out, detailing progress, achievements, and challenges in the various aspects developed in relation to the contractual activities, with the corresponding supporting documents.
- Provide technical and operational assistance to territorial offices for the implementation of projects related to durable solutions.
- Support the coordination of projects related to lasting solutions, mainstreaming ethnic approaches, in conjunction with intersectionality and a gender and life-cycle approach.
- Lead and manage the collection of information from beneficiaries and participants, in accordance with the Mission’s guidelines, in the supported projects.
Performance indicators for evaluating results:
- Timely completion of products, addressing comments received from IOM.
- Initiative and independent work in the follow-up and monitoring of projects, agreements, and accords.
- Integrity and accuracy in the preparation, review, and analysis of technical documents and reports.
- Clarity and accessibility of the products developed.
- Be governed by the IOM Data Protection Policy Principles.
Required Qualifications
Education
- Professional degree in social, human and political sciences.
Experience
- Experience in victim reparation projects, implementation of peace initiatives, PDETs, and/or durable solutions with national and territorial entities, preferably targeting Afro-Colombian, Indigenous, women, LGBTI, and people with disabilities.
- Specific work experience in the management, implementation, and monitoring of projects with vulnerable populations.
Languages
- All candidates must be fluent in Spanish (oral and written).

Grades
- Any offer made to the candidate in connection with this vacancy notice is subject to confirmation of funds.
- Fees: Eight million pesos ($8,000,000.00 COP). Monthly fees paid upon submission of reports. Fees are proportional to the number of days worked during the month.
- This consultancy is subject to the direct supervision of an IOM Colombia staff member, to whom you must report your activities, subject to prior agreement or as detailed in your job description.
- This consultancy is subject to compliance with a working schedule established in your consulting contract and subject to the needs of the project.
- The appointment will be subject to certification that the candidate is medically fit for the position, as well as verification of residency, visa, and authorizations by the relevant government, where applicable.
- IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation insurance or medical insurance for reasons related to non-occupational accidents or illnesses.
- Consultants are responsible for maintaining their own medical insurance for non-occupational accidents or illnesses and must provide written proof of such coverage before beginning work.
