The IRC responds to people’s acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, develop economic wellbeing, and empower communities to regain control over their lives. The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, IRC launched an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.
Under the direct supervision of the Deputy Director of Programs, the Emergency Manager will provide strategic and operational leadership for the effective implementation of emergency preparedness and response interventions across IRC”s operational areas in Yemen. This role is pivotal in reinforcing organizational and partner-led emergency efforts before, during, and after crises, supervising program and operation teams” EPRM-related work, providing technical support to partners, and ensuring sound financial management of the emergency portfolio. This position leads a team of sectoral specific emergency senior officers.
The Emergency Manager will lead the design, planning, implementation, and monitoring of the Emergency Preparedness and Response Mechanism (EPRM) program in Yemen, as well as support any emergency programming even if out of the EPRM. This includes ensuring context-specific disaster and climate risks are identified for effective preparedness and response, coordinating with internal and external stakeholders, building staff and partner capacity, and managing program resources, including comprehensive budget oversight and financial accountability. Provide direction in the coordination of responses, such as floods, outbreaks and new displacements. The Manager ensures timely, budget-friendly program implementation, prioritizing protection and accountability to affected populations.
