Position Overview
VAHP is seeking a consultant to develop a Health Public-Private Partnership (PPP) Policy for review by the Vanuatu Government. The health sector faces chronic underfunding, low expenditure, and reliance on external funding, with limited fiscal space and minimal operational funding for Public Health. While options such as social health insurance, community financing, earmarking of ‘sin taxes,’ levies, and regional supply chain pooling have been explored, progress requires protracted policy and legislative change. PPPs provide a strategic opportunity to leverage private sector expertise, investment, and innovation to strengthen health services, infrastructure, and technology. A potential second phase, subject to funding, will examine implementation modalities for health sector PPPs.
