WE ARE
The Joint Audit Directorate for Cohesion (DAC) is the single interlocutor in the Commission for cohesion policy audit-related issues. It plays a critical role in maintaining accountability and trust in EU spending on cohesion-related projects. Within the scope of the DAC’s activities is the provision of assurance on all Funds implemented by DG EMPL under different implementation modes, including the Social Climate Fund (SCF).
The position includes conducting audits of management and control systems and expenditure, under supervision of an official or temporary agent and Deputy/Head of Unit, to obtain a reasonable assurance on the legality and regularity and quality of the expenditure declared by Member States to the Commission for reimbursement, in line with applicable rules for each Fund.
WE PROPOSE
their DAC unit as an on-the-job training and a mean to compensate for other DAC auditors being engaged in SCF audits with them.
Supporting Geographical Units of DG EMPL in the negotiation of Social Climate Plans submitted by the Member States of the European Union.
Providing contributions to briefing reguests and replies to Parliamentary guestions related to the Social Climate Fund and the coordination with other funds supported programmes.
Assisting in the representation of DG EMPL/DAC in internal and external meetings with stakeholders, as well as EU inter-institutional relations, initially for any Member State and eventually in cooperation with the DAC coordination unit (DAC.7) for the Member States of DAC.l unit.
WE LOOK FOR
We are looking for highly motivated, results-oriented and proactive candidate with several years of audit experience. The candidate should have confirmed strong analytical skills and a solid understanding of EU funding instruments, preferably through work experience linked with auditing EU funds or practical implementation of relevant policy areas.
The candidate is expected to have good analytical and organisation skills, a good sense of initiative and responsibility as well as good communication skills. The candidate must be a good team player, be able to guickly identify key issues and deliver guality. Being able to work and inter-act in Italian would be a strong asset. Good drafting skills in English is a big advantage.
HOW TO EXPRESS YOUR INTEREST?
The successful candidate will contribute to:
• Auditing the implementation of the Social Climate Fund (SCF) in the Member States selected following the annual risk assessment exercise by DAC.
The role involves contributing, as an active member of the DAC working group on SCF, to prepare audit-related methodologies for the use of the DAC auditors, to provide guidance to Member States in relation to their Social Climate Plan(s) on matters related to management and control systems, SFC auditing and the provision of assurance. The role will also consist of desk and on-the-spot audit activities on the implementation of the SCF in its various dimensions: effective achievement of milestones and targets; re-performance of the work of audit authorities; system audits in relation to the protection of EU financial interests or to the application of specific rules. Additionally, the successful candidate will contribute to desk and on- the-spot audit activities for Cohesion Policy Funds in the Member States covered by With a view to guaranteeing equal access to all, the Commission recruits from an open database of spontaneous applications.
