WE ARE
The Directorate-General for Enlargement and the Eastern Neighbourhood (DG ENEST) takes
forward the EU’s Enlargement and Eastern Neighbourhood policies. DG ENEST works closely with
the European External Action Service and the line DGs in charge of thematic priorities.
The role of ENEST A3 is to spearhead DG ENEST’s private sector engagement policies and actions,
to be the DG’s primary entry point for dialogue with EU and ENEST countries’ private sector, to
conduct and coordinate market intelligence (including analysis of investment trends, opportunities
and constraints, mapping of key business actors, assessing competitiveness, trade, etc.), manage
calls for proposals expression of interest for private sector and build a culture throughout the DG of
engagement with private sector. A further core function of the unit will be to develop
transformative investment pipelines aligned with our political and policy priorities. The unit also
coordinates the work on Chapter 20 of the acquis – Enterprise and Industrial Policy.
These functions serve the ultimate purpose of accelerating economic development of enlargement
countries and their integration into EU value chains and the single market. Coupled with ENEST A4’s
expertise on financial instruments and mobilising investments, and the in-country knowledge of
geographical units and EU Delegations, ENEST A3 has a key role to play in strategically steering the
use of the EU’s investment toolbox in support of our priorities.
WE PROPOSE
We propose a challenging position of Business Development Administrator to
• Support the strategic objectives of the Unit, the Directorate and the overall objectives of the
Directorate-General.
• Participate in developing impactful and transformational investments in ENEST region and
engaging directly with Private actors, to co-create potential bankable intervention that would
support ENEST policy objective while leveraging private sector investment.
• Liaise and ensure representation of the Unit vis-à-vis other Commission services and EU
institutions on issues of relevance for the work of the unit and ensuring relevant

reporting/communication.
• Support policy and thematic analyses, studies, and evaluations on private sector engagement,
trade, and investments in relevant sectors.
• Manage internal and external networks, including possibly with private sector representatives,
civils society organisations and thinks tanks, on the subjects covered by the Unit.
• Contribute to various tasks and projects in line with the needs of the Unit, the Directorate or the
DG, as guided by the DG’s political priorities.

WE LOOK FOR
We are looking for a candidate with:
• Strong knowledge of the EU policies in the field of private sector engagement
• Working experience with private sector development and International Financial Institutions
• Capacity to assess business plans for potential support under relevant EU instruments
• Good knowledge and/or experience of the EU external relations in particular work with countries
of the Neighbourhood and/or Enlargement area
• Economics and policy analytical skills with knowledge of the EU competitiveness agenda and
ability to carry out economic assessments
• Capacity to develop and implement strategy and policy objectives in the areas covered by the
unit and proven ability to contribute to the design and development of strategic documents
• Very good communication, organisation and interpersonal skills
• Excellent oral and written communication skills in English
The ideal profile for the job should have a job-related experience of at least 3 years in economics,
3 years in private sector engagement and 3 years in international relation.

General criteria:
• Are a citizen of a Member State of the EU and enjoy full rights as a citizen
• Have fulfilled any obligations imposed by applicable laws concerning military service

• Produce the appropriate character references as to suitability for the performance of the

Qualifications:
In order to be recruited for this position, you must have at least a level of education which
corresponds to completed university studies of at least 3 years attested by a diploma.
Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by the
Ministry of Education) will be accepted. Furthermore, before recruitment, you will be required to
provide the documents that corroborate the eligibility criteria (diplomas, certificates and other
supporting documents).
Languages:

have a thorough knowledge (minimum level C1) of one of the 24 official languages of the

• AND a satisfactory knowledge (minimum level B2) of a second official language of the EU,
to the extent necessary for the performance of the duties.
