JOB DESCRIPTION
Job Summary
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Project Specialist (Evidence-based Governance) of IOM’s Data & Analytics Unit, the Senior Consultant will develop a training program for personnel from local government and civil society organizations on data collection and analysis (qualitative data), as well as conduct trainings and providing mentorship support to participants with the assitance of the Consultant on Data & Analytics Capacity Building. The Senior Consultant will also be responsible for the training process overall to ensure that trainings feed into evidence-based programming.

Tasks to be performed under this contract
Category B Consultant hired to deliver a curriculum of training materials and implement trainings supported by the Consultant on Data & Analytics Capacity Building.
Tangible and measurable outputs of the work assignment
- First deliverable – All relevant training materials for organisations supporting veteran reintegration including three-day course and a series of practical exercise and a structured program of mentoring; and a comprehensive plan and timetable for delivery of trainings, including all details of participants selected (based upon assessed needs and capacities) and logistical arrangements required, all developed in collaboration with assisting Consultant and hromada representatives. – Delivered by November 14, 2025.
- Second deliverable –Completion of one on-site training session (over three days) for all selected organizations. – Delivered by December 14, 2025.
- Third deliverable – Completion of all remote mentoring activities, including practical exercises, for all selected hromadas. – Delivered by January 14, 2026.
- Fourth deliverable – All relevant training materials for five selected hromadas including three-day course, and a series of practical exercise and a structured program of mentoring; and a comprehensive plan and timetable for delivery of trainings, including all details of participants selected (based upon assessed needs and capacities) and logistical arrangements required, all developed in collaboration with assiting Consultant and hromada representatives. – Delivered by February 14, 2026.
- Fifth deliverable – Completion of one on-site training session (over three days) for all selected hromradas – Delivered by March 14, 2026.
- Sixth deliverable – Completion of all remote mentoring activities, including practical exercises, for all selected hromadas. – Delivered by April 14, 2026.
- Seventh deliverable – Completion and submission of a report of recommendations (in English) on further capacity building needs and responses, Final report (in English) and all administrative responsibilities completed. – Delivered by May 14, 2026.

Performance indicators for the evaluation of results
- Consultant is responsive to IOM engagement on planning and implementation of trainings
- Deliverables are submitted on time
- Trainings and training materials are delivered in a manner that is technically sound yet accessible for non-technical audience
Required Qualifications
Education, Experience and Skills
- Master”s degree in Social Sciences, Data Analytics, Adult Education, or related field with a minimum of four years of relevant experience; OR a bachelor’s degree in a similar field with a minimum of six years of relevant experience.
- Knowledge and experience of working with one or more quantitative software tools is required, e.g., MS Excel, Stata, SPSS and KoboToolbox.
- Extensive experience in developing trainings/capacity building materials on data analytics and assessment development, especially for use by local government or organizations
- Experience in conducting trainings of local government and/or civil society organizations in Ukraine would be a distinct advantage.
- Experience in managing teams, particularly in relation to training/capacity building.
- Experience of working with UN, NGOs, CSOs and/or government authorities.
- Knowledge and experience of working on displacement issues is desirable.

It is anticipated that the work of the Senior Consultant may involve some travel to the regions of Ukraine.
