Job profile

The main purpose of the job is to monitor European Energy wholesale markets according to REMIT and to detect and deter market manipulation and insider trading.

Main responsibilities

The jobholder will perform a variety of tasks related to the main job purpose, among them:

Screening of alerts raised on suspicious behaviour by market participants on European Energy Wholesale Products (WEP);
Drafting of initial assessments on suspicious market conduct;
Alert calibration and development of new alerts;
In-depth analysis of REMIT data including the identification of data quality issues and reporting errors;
Drafting of confidential documents and public reports;
Presentation of surveillance results to internal and external stakeholders.
The Policy Officer – Market Surveillance may be required to work in other areas of ACER, according to needs and priorities, as determined by the Director.

Specific/ functional competencies

The jobholder will be required to have the following specific / functional competencies:

Having knowledge & skill in regulations and procedures: understand EU policies and processes, have knowledge of the tasks, main documents of the Agency and act in compliance with ACER’s regulations, rules and policies.

Managing Data: develop systematic study design and collection of data; analyse and interpret complex bulky information in an efficient and effective manner identifying correlations, patterns, causal effects and issues; anticipate present and future developments, evaluate potential consequences of different courses of action and recommend the preferred action; ensure sensitive data and information are preserved, within ACER and in dealings with third parties.

Being Knowledgeable of the Energy Market: based on own information and information received, anticipate dynamics and issues; share information within the team and with relevant colleagues.

Eligibility Criteria

To have a level of education which corresponds to completed university studies of at least three (3) years, attested by a diploma;
(Only study titles that have been awarded in the EU Member States or Norway, Iceland and Liechtenstein or that are subject to the equivalence certificates issued by the authorities in the said Member States shall be taken into consideration.)

To be a national of a Member State of the European Union or Norway, Iceland and Liechtenstein;

To have a thorough knowledge of one of the official languages of the European Union or Norway, Iceland and Liechtenstein and satisfactory knowledge of a second of these languages (level B2 of CEFR) to the extent necessary to perform their duties;

To be entitled to their full rights as a citizen;

To have fulfilled any obligations imposed by the applicable laws concerning military service;

To be physically fit to perform the duties linked to the post.

Selection Criteria

Essential

Degree in the field of engineering, physics, mathematics, economics, IT or equivalent, preferably acquired within the last six (6) years;

By the deadline for applications, having at least one (1) year of relevant professional experience:
acquired in a trading / back-office / compliance role at a PPAET (Persons professionally arranging or executing trades in WEPs) or at a clearing bank;
or
in monitoring and supervision of financial or energy markets in Europe, acquired at an NRA/NCA or comparable supervisory authority;

Experience in handling and analysing large amounts of data acquired in an academic and/or professional environment and proven experience in using various BI tools.

Advantageous

Programming skills in phyton;

Hands-on experience with machine learning techniques;

Experience with handling confidential and sensitive information and documentation.
