Background:
The OSCE Mission in Kosovo (the Mission) is implementing a comprehensive project on “Advancement of strategic and operational capacities and human rights compliance within security sector institutions”. This project mainly targets the Ministry of Internal Affairs (MoIA) and Kosovo law enforcement institutions, including the Kosovo Police (KP), Kosovo Police Inspectorate (PIK), Kosovo Correctional Service (KCS), Kosovo Probation Service (KPS), and Kosovo Forensic Agency (KAF). Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, and workshops and support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as develop and review sub-legal framework.
The project overall objective is to support the security sector institutions to advance their strategic and operational capacities, and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives:
In line with this, the Mission will organize a three-day training for 20 Kosovo Probation Service officers to equip them with the skills and knowledge necessary to conduct effective training needs assessments, enabling them to identify skill sets and skill set gaps, prioritize training needs, and implement targeted development programs within their teams. In order to achieve this, the Mission will hire a local consultant who will prepare and deliver the above stated training. This training aims to empower probation officers with the tools and techniques necessary to assess training needs accurately, leading to more effective and targeted development programs that enhance overall performance and service delivery, as well as increase retention and career development of the KPS.
Objective of Assignment:
The objective of the training on needs assessment is to equip KPS officers with the skills and knowledge to effectively conduct training needs assessments, enabling them to identify skill gaps, prioritize training needs, and design targeted development programs that enhance team performance, improve service delivery, and support career development and retention.

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
