Program Background

The Economic and Social Infrastructure Program (ESIP) is an Australian Government Department of Foreign Affairs and Trade (DFAT) program implemented by DT Global.

Under strategic direction from DFAT officials at the Australian High Commission in PNG, ESIP is delivering a range of activities and policy initiatives in the energy and telecommunications sectors. ESIP is also supporting PNG’s state-owned enterprise performance improvement program and delivering social infrastructure planning, design and construction services.

Gender equity, disability and social inclusion (GEDSI) and social and environmental safeguards are a focus of the program and are mainstreamed across ESIP’s activities and operations.

The Role
The purpose of this role is to ensure the effective implementation and continuous improvement of Health, Safety, and Environmental (HSE) standards across ESIP projects. This includes conducting risk assessments, advising contractors and staff on HSE matters, monitoring compliance with legislative and contractual requirements, and supporting the development and review of HSE management systems. The role also involves delivering safety inductions, maintaining accurate administrative records, and conducting site inspections to uphold a safe and compliant working environment aligned with DFAT, DT Global, and ESIP standards.

About You

Key selection criteria for the potential successful candidate includes, but not limited to:

• Qualifications in WHS would be well regarded but are not essential for the right applicant
• At least five years practical experience in the field of HSE preferably construction
• Basic knowledge of safety statutory requirements in PNG and (ideally) Australia
• Some knowledge and / or understanding of applying GEDSI and safeguards principles.
