Who are we?

The British Embassy in Bucharest is part of the United Kingdom’s world-wide diplomatic network, and represents British political, economic and consular interests in Romania. The Embassy is now looking for a Pro-Consul.

Main purpose of job:

We are looking for a confident, customer-focused Pro-Consul to join the British Embassy Bucharest, Romania on a part-time basis.

This role requires a resilient, quick-thinking individual with strong empathy, excellent prioritisation and problem-solving skills, and a collaborative mindset.

As part of the Consular Team, you will provide high-quality assistance to British nationals in Romania, with a focus on the most vulnerable. You will engage regularly with the public, local and UK authorities, and colleagues across the Europe South Consular Network. You will also work closely with internal Embassy teams, including senior leadership, in a supportive environment that values continuous improvement and personal development. This role requires occasional travel and flexibility in working hours to engage with key stakeholders and visit British nationals, such as those in detention or hospital. In exceptional circumstances, you may be asked to provide assistance out-of-hours for which TOIL will be granted. Consular work brings staff into contact with people experiencing distressing and/or traumatic situations. A high degree of personal resilience is required. A wellbeing programme and peer support network are in place to support staff.

Roles and responsibilities:

Consular assistance

  • Deliver consular assistance in line with policy including visits to British nationals in hospital or prison, and assistance in cases involving bereavement, child welfare, sexual assault or mental health issues.
  • Build and maintain effective relationships with local authorities (e.g. police, prison service, immigration, hospitals, child services, etc), NGOs and other diplomatic missions.

Support the Emergency Travel Document Centre by printing Emergency Travel Documents and managing collections

  • Manage the online appointment booking system and maintain accurate records in consular case management systems.
  • Collaborate with colleagues across the Balkans and Eastern Adriatic Consular Network to share best practice and ensure operational resilience.
  • Provide out of hours assistance to (rare) emergency consular cases as appropriate (TOIL will be provided).

Act as cover for the Vice-Consul during absences

Notarial and document services

  • Prepare and issue notarial and document services for British nationals in accordance with policy.
  • To take fees and be responsible for cashier duties.

Crisis preparedness and response

  • Contribute to Embassy crisis planning and response, including crisis exercises and potential deployment to affected areas.

Essential qualifications, skills and experience

Our Ideal Candidate shows:

  • Full professional proficiency in Romanian and English (written and spoken, minimum of C1 level for CEFR framework*);
  • Strong interpersonal and communication (written and oral) skills, with the ability to show empathy and remain calm under pressure. Highly attentive to detail, with the capability to work independently and proactively with minimal supervision;
  • More than 2 years of experience in a customer-facing role, demonstrating the ability to effectively address a diverse range of customer needs;
  • Proven track record of delivering high-quality service through strong problem-solving and sound judgement;
  • Excellent organisational and administrative abilities, consistently meeting deadlines;
  • Proficient IT skills, in particular Office 365 applications;
  • Adaptability and a positive mindset towards change;
  • Flexibility, resilience, patience and the ability to confidently deal with difficult situations, including in an emergency or crisis;
  • Ability to demonstrate a high level of discretion and personal responsibility.

Desirable qualifications, skills and experience

Nice to have:

  • Knowledge of the UK and/or Romanian administrative, justice and legal systems and social services.

Other benefits and conditions of employment

Please be advised that Consular positions at the FCDO entail dealing with crisis and casework in situations that may involve death, detention, rape, assault, post-mortems, prison visits and highly distressed customers. Candidates should therefore have a high level of resilience to trauma.

This is a part-time fixed-term contract for 12 months (17.5 hours net per week). Working hours are flexible and staff are entitled to time-off-in-lieu for agreed extra hours worked.

The annual leave entitlement is 25 days per year pro rata and the Embassy also enjoys a maximum of 14 Romanian / UK public holidays per year.

The monthly salary is 4240 RON gross. In addition, staff are entitled to a 13th month salary pro rata and may receive a performance related bonus at year end. Staff also receive meal vouchers and a monthly subscription to a medical centre. An individual personal development plan will be agreed with the successful candidate, which may include training outside Romania.

The successful candidate will be subject to confirmation of a background check and security clearance, and satisfactory completion of a probationary period of 30 working days.

All applicants should have a pre-existing legal status to live and work in Romania. The British Embassy does not facilitate/sponsor visa applications and work permits. Staff recruited locally by the British Embassy are subject to terms and conditions service according to Romanian employment law.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Romania and be prepared to ensure that right remains throughout the scope of the contract.
