JOB DESCRIPTION
Job Summary
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Key Responsibilities
- Assist the Project Officer in the coordination, implementation, monitoring and timely reporting of programme activities and deliverables to support smooth project implementation and close adherence to the programme”s work plan.
- Complete the required administrative forms in a timely manner in order to facilitate the implementation of programme activities in accordance with the programme”s work plan.
- Assist in monitoring grants implementation including adherence to reporting deadlines and payment schedules, assist in the review of narrative and financial reports with the Programme Coordinator, the Project Officer and the Resource Management Unit to ensure timely and efficient payment to awardees.
- In coordination with the Project Officer, provide direct assistance to grantees and regularly coordinate with beneficiaries. Maintain timely communication and coordination with all beneficiaries, including those with limited access to internet.
- In coordination with the Project Officer, assist in rolling out capacity building and networking activities for grantees and other beneficiaries.
- Update small grants tracking tools for better knowledge management on small grants awards and management processes.
- Liaise with government counterparts, entrepreneurs’ community leaders, and partner organizations in order to support project implementation and expansion.

- Assist in the appropriate branding of key products and events with IOM and donor logos in order to increase awareness of programs implemented by IOM and funded by the donor.
- Draft regular monthly reports on project activities to the Programme Manager.
- Strictly adhere with IOM”s policies and procedures including prevention of sexual exploitation and abuse and promotion of a respectful work environment in order to contribute to a healthy workplace.
- Participate in staff development and training processes.
- Travel as necessary in order to participate in monitoring visits and for training purposes at the request and approval of the Programme Manager.
- Other duties as may be required for this position.
Required Qualifications
Education
- University degree preferably in business administration, social science or any related field with three years of professional work experience; and/or
- High school diploma with five years with relevant work experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in community projects and/or community outreach
- Strong understanding of climate change related issues across FSM.
- Strong knowledge of government and non-government organizations, as well as UN and embassies, operating across FSM.
- Previous relevant experience in international organization or development organizations would be an advantage.
- Experience in writing reports and filing documents is desirable.
- Experience working with local vendors and procurement processes is highly desirable.
Skills
- Understanding of local community development, trends, cultural practices traditions in an island setting
- Skills in communication and people management
- Excellent planning and organizational skills with ability to prioritize multiple tasks and meet deadlines required.
- Good interpersonal skills, diligence, open mindedness and dedication.
Languages
- For all applicants, fluency in English is required (oral and written).
- Working knowledge of any other Micronesian languages.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
