Job Overview:

The Procurement Officer, based in one of the offices in the South-West / North-West Region and reporting to the Procurement Manager, supports and coordinates all procurement activities for the Cameroon Country Office. The position is critical to the success of the mission and as such should deliver a high-quality product in the shortest amount of time possible in a completely transparent and accountable way.

Major Responsibilities:

  • Supervise procurement processes ensuring all procurement systems and procedures are respected and maintained.
  • Regular weekly and monthly reports submitted on time.
  • Support in the identifying of vendors and service providers
  • Collaborating with Finance Department to ensure prompt and correct invoices are issued and received.
  • Ensure regular Market Survey and update the price list. Establish and maintain systems that allow the free and easy receipt of all procurement requests, these requests should be logged therefore enabling him/herself to track the overall procurement lead time. His/her supervisor will then monitor this time to ensure that the IRC procurement policies are filled out following the requirement of the correct paperwork.
  • Gaining the required number of quotations/bids according to the IRC Procurement Procedures.
  • This should be achieved quickly and then presented to the requested manager in a professional manner by recommending the successful bid.
  • Identifying potential vendors/suppliers with required market necessities of IRC and establishing an accountable and transparent system of business on behalf of IRC by strictly following IRC vendor relationship as indicated on Procurement Manual.
  • Coordinate and arrange the prompt delivery of purchased goods to IRC warehouse once the goods or services are delivered to identified IRC locations accompanied by delivery report or waybill.
  • Cooperate with the Finance Department to ensure prompt and correct invoices indicate payments are made. Create and maintain a full database of vendors used by IRC. It should indicate what products or services the vendor provides and what quantities and qualities to achieve the highest quality of products required according to descriptions indicated on Purchase Request from requesting Programs/Officers
  • Create and maintain a complete and accountable procurement filling system.
  • Perform other responsible related duties as required or requested by Supervisor.

Job Requirements:

Education (Knowledge)

  • A degree in Supply Chain and Procurement or its equivalent
  • 2-3 years of experience in a similar role, preferably within an NGO or humanitarian context.
  • Knowledge of generic warehouse and fleet management systems and forms
  • Physically mobile, able to lift 50kg without strain.
  • Competent in spoken and written English.
  • Good mathematical skills.
  • Competent use of PC especially spreadsheets (format / sort / filter).
