Main Purpose of the Job:

The Zonal Health Manager will be responsible for the overall management and implementation of IRC’s comprehensive primary health care (PHC) programs in Nangarhar and Laghman provinces, which include Nutrition and WASH components. The role involves ensuring the delivery of high-quality, integrated services, leading program startup and scale-up, and overseeing programmatic, operational, financial, and staffing aspects. The manager will also represent IRC with provincial health authorities, the Ministry of Public Health, UN agencies, NGOs, and other stakeholders, ensuring alignment with national standards and IRC principles.

Program Management and Development

  • Oversee the implementation of integrated PHC, Nutrition, and WASH programs, ensuring goals, objectives, targets, and activities are met.
  • Prepare program work plans in coordination with the Sr. Health Coordinator along with engaging HIS Manager
  • Conduct regular monitoring visits to project sites to ensure adherence to MoPH, IRC standards, and establish best practices and share reports.
  • Identify technical or implementation gaps and provide timely solutions to keep projects on track.
  • Ensure program implementation is consistent with IRC principles: promoting rights, participation, capacity building, partnership, and holistic programming.
  • Oversee supply chain, stock management, and accountability for medical, nutrition, and WASH supplies, including timely ordering and proper warehousing.
  • Ensure effective integration across PHC, Nutrition, WASH, and other IRC program components (e.g., Protection).
  • Represent IRC in provincial-level health, nutrition, and WASH coordination forums, including clusters and working groups.
  • Support data collection and provide input for concept notes, proposals, and program development at the provincial level (If required).

Staff Supervision & Development

  • Supervise multidisciplinary teams including health facility staff, nutrition and WASH officer along with ensuring regular performance reviews.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Develop staff training plan based on training need assessment.
  • Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.
  • Ensure regular (at-least bi-weekly) one-on-ones with direct reports.

Grant Management and Reporting

  • Manage all health, nutrition and WASH related at provincial level.
  • Participate in the development of proposals, budgets, and concept notes for future health interventions (if required).
  • Prepare internal and external reports (such as narrative reports, DHIS data reports) within agreed deadlines using IRC and donor formats, as required.
  • Work closely and coordinate with IRC Operations, Finance and HR departments to ensure compliance with the IRC requirements.

Coordination & Representation

  • Build strong working relationships with provincial health authorities, UN agencies, NGOs, and donors
  • Represent IRC in health, nutrition, and WASH cluster meetings at provincial level.
  • Ensure effective inter-sectoral collaboration with Protection and other IRC programs.

Monitoring and Evaluation

  • Ensure collection and timely reporting of program data and indicators.
  • Conduct regular data analysis with staff to monitor progress on health, nutrition, and WASH indicators.
  • Work closely with M&E team to produce high-quality reports for internal and donor requirements

Other Duties

  • Ensure safety and security of field teams, promptly reporting any incidents.
  • Support needs assessments and contribute to new project designs.
  • Carry out other duties assigned by the Health Program Coordinator.

Reporting Line:

  • Provincial/Zonal Health Manager will be technically reporting to Sr. Health Coordinator and managerially reporting to Field Coordinator.

Qualification and Requirements:

  • Medical Doctor (required); a postgraduate degree in Public Health will be a strong advantage.
  • Proven 4 – 5 years of relevant experience overseeing and managing integrated Primary Health Care, Nutrition, and WASH programs.
  • Previous experience working with international or national NGOs is an advantage.
  • Previous mentorship experience
  • Previous experience supervising and managing a multi-disciplinary team in a complex setting
  • Must be a team player with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy.
  • Ability to be innovative, flexible, and adaptive.
  • Ability to work under difficult, high-pressure situations.
  • Comfortable working in English and Dari/Pashto, with the ability to translate both written and spoken communication.
  • Strong computer skills, including MS Word, Excel, Outlook, Access, and internet applications.
  • Excellent communication skills, attention to detail, and ability to work professionally and constructively with diverse colleagues and stakeholders.
  • Demonstrated ability to be innovative, flexible, and adaptive in complex and changing environments.
  • Proven capacity to live and work in challenging conditions and perform effectively under high-pressure situations.
