AN OVERVIEW OF THE PNG WOMEN LEAD PROGRAM
The goal of the PNG Lead Program is that PNG women and girls, in all their diversity, are safe and equitably share in resources, opportunities and decision-making, with men and boys. The objectives of the PNG Women Lead program are drawn from DFAT and Government of PNG’s Gender Equality and Women’s Empowerment priorities:
GENDER HUB OBJECTIVES
The Gender Hub commenced in the fourth quarter of 2023 and will run through to January 2028 (in line with the PNGWL program). The primary purpose of the Gender Hub is to maximise Australian investments in PNG to progress gender equality outcomes including helping to achieve synergies across programs and investments. The Gender Hub provides Australian High Commission (AHC) in PNG, Department for Community Development and Religion (DfCDR) and other selected PNGWL program partners access to external technical advice on gender equality and organizational development expertise in PNG. Abt Associates (Abt) established a Technical Advisory Panel (TAP) of approved individuals who could be engaged as needed. As part of the commitment to localisation, the Gender Hub will prioritise technical expertise and advisory support from Papua New Guineans. Where necessary, international expertise will also be drawn upon – particularly where individuals have demonstrated experience working in PNG. Technical expertise provided through the Gender Hub will be in support of PNGWL’s end of program outcomes (EOPOs) and objectives.

NOTE: A daily fee rate for services inclusive of all professional and administrative fees but exclusive of travel, accommodation, and other such expenses.
Shortlisted applicants may be asked to submit an example of their recent written work, and/or will be interviewed by a selection panel.
Successful applicants will be placed on a panel for 24 months (Extendable for another 12 months) and may be called upon to provide consultancy services during that time. Where a consultant is requested to provide services, the associated scope and duration will be agreed in writing under a tasking note, using the daily fee rate provided exclusive of travel and other such costs which will be reimbursed at-cost.
Applications will be accepted by individuals, company, partners or a team of specialists. The successful applicant/s will be engaged through an employment agreement determined by Abt Associates.
