We are eu-LISA, the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice. We help implement the European Union’s policies by designing, developing, and operating large-scale information systems in internal security, border management, and judicial cooperation.

About the unit and sector

The Strategy, Capabilities and Coordination Unit (CCU) is responsible for supporting the Executive Director in activities related to eu-LISA’s long-term strategy, corporate governance, capability building and the management of services and processes. In this role, CCU facilitates the achievement of eu-LISA’s strategic objectives and ensures compliance with applicable rules and regulations.

The CCU’s Capability Building Sector (CABS) is responsible for research and innovation activities, as well as providing training to stakeholders, and compiling statutory reports on all Justice and Home Affairs (JHA) systems managed by eu-LISA.

To ensure the efficient functioning of JHA systems, CABS is responsible for providing a comprehensive technical training portfolio by compiling training materials, managing an online learning platform and delivering tailored training activities to systems’ end-users (Member States and EU Agencies using the systems).

About the job

eu-LISA aims to establish a reserve list from which to source the best talent. Working under the supervision of the Head of the Capability Building Sector and reporting to the Head of the Strategy, Capabilities and Coordination Unit, you will support eu-LISA’s mandate and ensure that the Agency achieves its objectives, enhances its reputation, and answers stakeholders’ needs.

The ideal candidate will be responsible for maintaining and further developing digital learning solutions and leading the eu-LISA eLearning production.

Your tasks will include a wide range of responsibilities that extend beyond the following list:

  • Managing the maintenance and further development of the eu-LISA learning technologies ecosystem;
  • Identifying digital learning needs of the users and advising on the implementation of tailored digital learning solutions.
  • Liaising with ICT and/or external contractors while coordinating projects to ensure the provision of the necessary technological support and upgrades, focusing on process improvement and effectiveness of the learning technologies ecosystem.
  • Developing engaging and innovative e-learning content in line with the training plan and ensuring learning resources are regularly updated and available.
  • Providing expert advice on technologies for digital learning design and trends contributing to the further development of eu-LISA’s online training approach.
  • Implementing the eu-LISA Member State training budget and associated contract management, ensuring sound and effective budget implementation.

Eligibility criteria

To be eligible for recruitment and selection, you need to meet the following formal criteria, which need to be fulfilled by the deadline for application:

General conditions

  1. You are national of one of the EU Member States or Norway, Iceland, Liechtenstein, or Switzerland[1] and you enjoy full rights as a citizen[2];
  2. You produce the appropriate character requirements for the duties involved;
  3. You are physically fit to perform your duties[3];
  4. You have fulfilled any obligations imposed on you by the laws concerning military

Education

  1. You have a level of education which corresponds to completed university studies            of at least three

years attested by a diploma.

Only qualifications awarded in an EU Member State or that are subject to an equivalence certificate issued by an authority in a said EU Member State shall be taken into consideration.

Language

  1. You have a thorough knowledge (minimum level C1) of one of the 24 EU official languages and a satisfactory knowledge (minimum level B2) of another official EU language to the extent necessary for performing the duties.

Selection Criteria

The suitability of candidates will be assessed against the following criteria during different stages of the selection procedure:

Professional experience and knowledge

  1. Solid professional experience to perform the duties described under Section “About the Job”.

Personal competencies

  1. Ability to coordinate effectively with stakeholders, including EU institutions, Member States, and international organisations, in training and digital transformation projects.
  2. Ability to effectively and independently plan and organise multiple priorities in a structured manner, maintaining a clear overview of task completion and progress.
  3. Ability to work with cross-functional teams and collaborate effectively in a multicultural environment.
  4. Ability to adapt to changing circumstances, explore innovative solutions and apply new ideas, tools, technologies or methodologies.

Language

  1. Strong drafting and communication skills in English, both orally and in writing, at least at the C1[4] Advantageous
  2. University degree in information systems, educational technologies, ICT or a related area.
  3. Work experience in maintenance and development of learning management system (e.g. Moodle).
  4. Proven experience in managing the training lifecycle, including designing and delivering IT training activities, preferably within the domains of police cooperation, border management, migration, asylum or justice.
  5. Hands on experience in multimedia production, graphic design, digital learning design and delivery tools.
  6. Professional experience in project management following established project management methodologies (e.g. Prince2, Agile).
