Post Context

ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Resources and Management (RM) Directorate acts on behalf of SACT on all internal management and resource-related issues. It monitors the coherency of ACT plans to ensure that ACT remains an effective and efficient organization and improves continuously.

The ACT Office of Security has staff responsibility to execute, provide and coordinate security services to the headquarters, its subordinate commands, and to the NATO community at large, operating at all levels of command to ensure the security of its personnel, assets, and resources.

The incumbent serves as Section Head (CIS) with the ACT Office of Security, acting as the coordinating authority within HQ SACT and all ACT subordinate Commands for all matters relating to CIS Security and Security Accreditation. The post-holder contributes to the development of NATO and ACT policy, directives and guidance with respect to all aspects of CIS Security.

Principal Duties:

  • Planning, organizing and directing the work of CIS and Security Accreditation Staff.
  • Directing the organization and implementation of the CIS Security programs with HQ SACT and all subordinate commands within ACT.
  • Responsible for identifying, developing and planning new requirements, coordinating services and funding with provider, and implementing CIS Operations policies and procedures across ACT.
  • Advising the HQ SACT Security Approval Authority, Security Accreditation Authority and CIS Operating Authority on all CIS Security matters relating to HQ SACT and subordinate commands within ACT.
  • Representing ACT at appropriate NATO CIS Security and Security accreditation fora. This includes for example the NATO CIS Security Accreditation Board (NSAB).
  • Monitoring the CIS Security programs of ACT subordinate commands.
  • Developing the CIS Security program for all ACT CIS.
  • Oversight of CIS Security awareness programme for HQ SACT and ACT subordinate commands.
  • Oversight of core elements of NATO’s CIS Security awareness programme.
  • Managing CIS Security support for Joint Exercises and Experimentation and Research and Development activities.
  • Participating in Security Inspections of subordinate entities.
  • Developing and maintaining accreditation plans for HQ SACT CIS and networks.
  • Participating in investigations of security breaches as required.Essential Qualifications / Experience:

     

  • University Degree in information security, computer science, management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Four years accrued experience in the design, development and implementation of complex CIS and Networks.
  • Four years of experience as an Information Assurance Manager at a high security CIS installation.
  • Experience providing security accreditation within a large organization.
  • Demonstrated experience in the application of structured methodologies and principles of software quality assurance, configuration management and test processes associated with complex CIS.
  • Experience in writing and developing policy-level documents.Strong oral and written communication skills.

English – SLP 3333 – (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Knowledge of policies, procedures and organizations related to NATO CIS.
  • Knowledge of CIS project management or software engineering methods within NATO.
  • Working knowledge of microcomputers and Local Area Networks including: DOS PC protection, Windows, Unix threats and vulnerabilities, Firewalls, IDS, AV software, Protocols, and Router Security configuration.

Personal Attributes:

  • The work associated with this post requires considerable tact, persuasion and perseverance when dealing with other elements of the NATO HQ staff, ACT Staff and other Agencies. The incumbent must demonstrate excellent speaking and presentation skills, effective project management skills, interpersonal tact and the ability to work in a fast-paced, changing international environment. The candidate must be comfortable dealing directly with individuals holding all ranks on a daily basis.
  • The ability to analyse and synthesize information and present clear recommendations is central to this post. Clarity of thought, and analytic skills will be required to extract information from a variety of sources and propose sound and well-reasoned reports/recommendations, in line with policy guidelines, as well as articulate ACT’s position to HQ committees and WGs.
  • Ability to use initiative and critical thinking in taking CIS security related decisions on behalf of ACT Office of Security Branch Head and the ACT Security Accreditation Authority.
  • Capable of working with military and civilian personnel at different levels of responsibility, in structured and unstructured settings and within and outside of the command.
  • Must be prepared to travel extensively in support of assigned duties

Managerial Responsibilities:

  • This post leads a Section, with 5 subordinate posts. The incumbent must also be able to work as part of a team drawn from within and beyond HQ SACT, persuading, negotiating and reasoning to achieve solutions. The individual will be guided where required by virtue of knowledge or experience. The post-holder will be required to represent ACT’s position at strategic level meetings related to CIS security and accreditation.

Professional Contacts:

  • The incumbent must develop and maintain professional contacts, often at a higher level, both within HQ SACT but also across HQ NATO and back into HQ SACT staffs.

Contribution To Objectives:

  • The incumbent will be responsible for directing the organization and implementation of CIS Security within HQ SACT and across its subordinate Commands, as well as providing oversight of the ACT security accreditation function. The post-holder will be required to provide advice and guidance on all CIS security and accreditation matters and provide input to CIS security policy impacting ACT’s strategic objectives. Outputs of this post have a direct impact on SACTs objectives and priorities.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
