ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.
The Resources and Management (RM) Directorate acts on behalf of SACT on all internal management and resource-related issues. It monitors the coherency of ACT plans to ensure that ACT remains an effective and efficient organization and improves continuously.
The ACT Office of Security has staff responsibility to execute, provide and coordinate security services to the headquarters, its subordinate commands, and to the NATO community at large, operating at all levels of command to ensure the security of its personnel, assets, and resources.
The Section Head (Security Policy) within the ACT Office of Security (AOS) is responsible for ACT and NATO Security Policy Development and acts as the Deputy Branch Head of ACT Office of Security.
Principal Duties:
- Deputize the AOS Branch Head when necessary and assuming all BH responsibilities while in the acting position.
- Representing ACT in plenary meetings of the Security Committee (AC/35) in Security Policy format (SC(SP)) and in CIS Security format (SC(CISS)).
- Representing ACT in workshops and working groups of the Security Committee (AC/35) to develop NATO Security Policies, Directives and Guidelines to address NATO and ACT needs.
- Developing ACT security directives, Guidelines and Security Procedures to meet requirements of NATO Security Policy within ACT to include Personal Security, Physical Security, Security of Classified Information, CIS Security, Industrial Security, and Security in Relation to Non-NATO Entities.
- Advising/Supporting ACT subordinate commands on for all security matter and the development of local security directives and guidelines to include all pillars of security in NATO.
- Collecting and Consolidating ACT subordinate commands security requirements and integrated them to ACT broader requirements within the ACT directives and NATO Polices and Directives.
- Advising subordinate commands’ security officers at all levels on implementation of NATO Security Policy and ACT Security Directives and Guidelines within their Area of Responsibility.

- Planning and executing the security inspection programme of the ACT subordinate commands and elements under ACT security oversight.
Acting as Officer of Primary Responsibility for the NATO Security Course (N1-38).
- Supporting the execution of the NATO Security Course (N1-38) as a briefer and course developer.
- Acting as subject expert matter on security aspects for all ACT interaction with non-NATO entities; preparing proposals for risk management decisions and archiving accepted proposals.
- Conducting and coordinating investigations of security Incidents within ACT and initiating action for containment and mitigations.
- Developing and Coordinating the ACT Security Education and Awareness programmes across ACT to include the subordinate commands, including the security indoctrination of all newly reporting staff members and contractors.
- Responsible for the implementation and execution of the Security Education and Awareness programmes across ACT.

Essential Qualifications / Experience:
- University Degree in security administration, criminology, public administration, industrial security administration, law, accounting, finance, management, business administration or related discipline and 6 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 6 years post related and 2 years function related experience.
- 4-6 years of experience in security policy development.
- 4-6 years of experience in business or office administration.
- 2-3 years of experience in developing policy level documents.
- 2-3 years of experience in the management of cybersecurity.
Language:
English – SLP 3333 – (Listening, Speaking, Reading and Writing)
Desirable Qualifications / Experience:
- Knowledge of NATO security policies, procedures and contributing organizations.
- Knowledge of security policies, procedures and organizations related to all NATO security disciplines.
- Knowledge of project management or risk management methods within NATO.
- Certified or licensed by an accredited International Organization as a Security professional.
- Certified Information Security Manager (CISM)
- Certified Information System Security Professional (CISSP)
- ISO 22301 Introduction

Attributes/Competencies:
Personal Attributes:
- Capable of working harmoniously with multi-national environment as an ACT representative and presenting ACT position in different NATO fora such as the NATO Security Committee.
- Capable of working harmoniously with multi-national NATO military and civilian staff, contractor personnel, consultants and other Non-NATO Entities representatives, at all levels of responsibility including the strategic level, in structured and unstructured settings, and within and outside of the command.
- Adept at analytical thinking, public speaking and negotiation methods necessary to develop articulate and coordinate security positions and gain multinational agreement at the highest levels in a firm but tactful manner.
- Ability to use initiative and good judgment in taking security related decisions on behalf of ACT.
- Capable of communicating security matters in clear, easy to understand, and, when necessary, non-technical terminology to both large and small groups. Must be able to liaise effectively with multi-national military and civilian personnel at all levels up to OF-8
Capable of curriculum development, educational assessment, testing and measurement to support education and training with subject specialization in the study of security.
- Must show patience, expertise, communication, adaptability and empathy to deliver vocational training at the NATO School Oberammergau.
- Must be prepared to travel periodically in support of assigned duties.

Professional Contacts:
- Representing ACT at different security fora including the Security Committee (AC/35) and other AC/35 workshops and working groups.
- Maintaining close collaboration with the NATO Security Nation Authorities and representatives, NATO Office of Security, ACT subordinate commands, SHAPE and ACO subordinate commands, other NATO Bodies and Agencies on all security issues.
- Within the HQSACT host Nations (USA), Maintaining close collaboration with relevant bodies providing host Nation Support to include Naval Support Activity, Naval Criminal Investigation Services (NCIS), The Federal Bureau of Investigation (FBI), The Pentagon Force Protection Agency (PFPA), and other federal and military Agencies. Contact with similar organizations in other NATO nations is frequent.
Contribution To Objectives:
- Contributing at establishing security criteria for implementing NATO Security Policy, the implementation of the ACT Security Strategy and the SACT “vision” across ACT.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
