ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.
The Resources and Management (RM) Directorate acts on behalf of SACT on all internal management and resource-related issues. It monitors the coherency of ACT plans to ensure that ACT remains an effective and efficient organization and improves continuously.
The ACT Office of Security has staff responsibility to execute, provide and coordinate security services to the headquarters, its subordinate commands, and to the NATO community at large, operating at all levels of command to ensure the security of its personnel, assets, and resources.
The Staff Officer (Industrial Security) within the ACT Office of Security (AOS) is responsible for the security management of classified contract according to the NATO Security Policies and Directives.
Principal Duties:
- Acting as the Primary Industrial Security point of contact for HQ SACT and ACT subordinate commands.
- Supporting the Section Head in developing ACT Industrial Security directives, Guidelines and Security Procedures to meet requirements of NATO Security Policy within ACT.
- Developing HQ SACT Industrial Security directives, Guidelines and Security Procedures to meet requirements of ACT Directives and guidelines.
Overseeing and managing Industrial Security and Classified Project Security related procedure and documentation advice, for HQ SACT stakeholders.
- Maintaining close liaison with the NCI Agency, NSPA, the Industry and Academia for all matters relating to Industrial and Classified Projects.
- Attending/conducting any Industrial Security Management, related workshops/meetings and Capability Working Groups, as required, including supporting as necessary any Acquisition led outreach events to Industry or Academia.
- Advising and supporting the Security Documentation related to classified contracts processes, in coordination with ACT BudFin Contracting Authority and the respective Business Areas and Programme/Project Managers throughout a contract life cycle.
- Advising and supporting the Security Documentation related processes for, Transportation Plans and release of classified material to contractors.

- Advising and supporting ACT Contracting Authority on Supply Chain Security, Trusted Vendors and any additional matters in relation with Industrial Security.
- Managing and maintaining the Contractors Facility Security Clearance Certificates (FSCC) database.
- Developing and updating ACT Security Guidance to Industry, relative Plans and SOPs, to include the Request for Visit (RFV), Security Aspect Letters (SAL) and any additional security artefacts or process, as necessary and in compliance with the provisions of NATO security policy and supporting directives.
- Liaise with the with NATO Office of Security (NOS), NATO Nation’s National Security Authorities (NSA) and Designated Security Authorities (DSA), for all related Industrial and Classified Project Security Directive processes.
- Supporting ACT Contracting Authorities in managing non classified contract as required.
- Undertaking any other tasking as directed by line management.
Essential Qualifications / Experience:
- University Degree in security administration, criminology, public administration, industrial security administration, law, contract management, procurement, accounting or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
- 4-6 years of experience in Industrial security and classified contracts management.
- 4-6 years of experience in business or office administration.
- 2-3 years of experience in security policy development.
- 2-3 years of experience in the management of classified information.
Language:
English – SLP 3333 – (Listening, Speaking, Reading and Writing)
Desirable Qualifications / Experience:
- Knowledge of NATO security policies, procedures and contributing organizations.
- Experience with the application of security to in all disciplines (Personnel, Physical, Security of Information, and CIS).
- Experience with the conduct of security audits and compliance audits.
- Experience with the development of curriculum and execution of educational activities and trainings.

Attributes/Competencies:
Personal Attributes:
- Capable of working harmoniously with multi-national environment as an ACT representative and presenting ACT position in different NATO fora.
- Capable of working harmoniously with multi-national NATO military and civilian staff, contractor personnel, consultants and other Non-NATO Entities representatives, at all levels of responsibility including the strategic level, in structured and unstructured settings, and within and outside of the command.
- Adept at analytical thinking, public speaking and negotiation methods necessary to develop articulate and coordinate security positions and gain multinational agreement at the highest levels in a firm but tactful manner.
- Ability to use initiative and good judgment in taking security related decisions on behalf of ACT.
- Capable of communicating security matters in clear, easy to understand, and, when necessary, non-technical terminology to both large and small groups. Must be able to liaise effectively with multi-national military and civilian personnel at all levels up to OF-8.
- Must show patience, expertise, communication, adaptability and empathy to deliver vocational training.
- Must be prepared to travel periodically in support of assigned duties.

Professional Contacts:
- Representing ACT at different security fora, workshops and working groups.
- Maintaining close collaboration with the NATO Security Nation Authorities and representatives, NATO Office of Security, ACT subordinate commands, SHAPE and ACO subordinate commands, other NATO Bodies and Agencies on all security issues.
- Within the HQSACT host Nations (USA), Maintaining close collaboration with relevant bodies providing host Nation Support to include Naval Support Activity, other federal and military Agencies. Contact with similar organizations in other NATO nations is frequent.
Contribution To Objectives:
- Contributes to establishing security criteria for implementing NATO Security Policy, the implementation of the ACT Security Strategy and the SACT “vision” across ACT.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
