Duties and Responsibilities UNODC Regional Office for the Middle East and North Africa (UNODC ROMENA) covers 13 countries in the region. The Regional Office implements its work under the Regional Framework for the Arab States to Prevent and Combat Crime, Terrorism, and Health Threats and Strengthen Criminal Justice Systems in line with International Human Rights Standards (2023-2028), which is the strategic framework and overall umbrella of UNODC’s work in the MENA. UNODC/ ROMENA is implementing the North Africa Project under Sub-Programme 1 on ‘Organized Crime’ of the UNODC Regional Programme – Strengthening the Framework of the Arab Region to Prevent and Combat Human Trafficking and Migrant Smuggling’ 2024-2028. Under this framework, the project aims to step up efforts in the North African region to combat human trafficking and migrant smuggling. The Regional Framework also seeks to promote a comprehensive vision of human rights. This includes the active and equal participation of women and girls. In parallel, UNOV/UNODC Strategy for Gender Equality and Women’s Empowerment (2022-2026) provides a robust foundation for advancing gender-responsive policies and practices in the region, calling for stronger gender analysis, highlighting the need for generating gender-sensitive knowledge, redressing gender discriminatory laws and policies, and articulates the importance of engaging further with Member States to overcome instances of gender inequality and exclusion. Under the overall guidance of the Regional Representative for the Regional Office for the Middle East and North Africa (ROMENA), and direct supervision of the Regional Programme Coordinator (Anti-Human Trafficking & Migrant Smuggling), UNODC/ROMENA, the consultant will perform the following specific tasks: A) Preparatory work, such as review of materials, development of the concept notes, agenda, case studies, presentations of Module 2 “Gendered Nature of Trafficking in Persons and Smuggling of migrants” B) Facilitate/Deliver the module/training: Module 2 – “Gendered Nature of Trafficking in Persons and Smuggling of migrants” C) Prepare and submit outcome report based on the outcome of the discussion, interaction as relevant to the region on Module 2
Qualifications/special skills An advanced university degree (Master’s degree or equivalent) in law, criminology, international development, gender studies, social science, or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations official language is an advantage.
