The Overseas National Directorate of the French Red Cross (CRf) employs nearly 550 people spread across 6 territories (Antilles, Guyana, Réunion, Mayotte, New Caledonia and French Polynesia) in 40 establishments, centers and services.
The French Red Cross in Mayotte: in order to respond as closely as possible to the needs of the most vulnerable populations and as part of the recovery plan for Mayotte following the passage of cyclone “Chido” in December 2024, the action of the CRf in Mayotte is part of the following 4 strategic axes: crisis management and prevention, health prevention action, fight against exclusion and development of training for French Red Cross volunteers.
The actions of the establishments and services falling under the territorial management of the French Red Cross in Mayotte are defined in conjunction with the health and social actors and the public authorities of the territories concerned (Regional Health Agency, Departmental Council, Prefecture and associative partners) in order to best meet the needs of the population and to be consistent with the strategic orientations defined by the Mayotte 2030 recovery plan and by the associated public policies.
Job
The Safety/Security and Humanitarian Access officer contributes to secure humanitarian action by the French Red Cross in the department of Mayotte.
He participates in defining safety and security policies in his reference territory. He is responsible for the implementation and monitoring of the association’s safety and security policies to guarantee the safety of teams, premises, beneficiaries and humanitarian activities, in a sometimes unstable and risky environment.
Main responsibilities
1. Risk assessment and analysis
Carry out risk assessments and analyses on intervention areas.
Identify potential threats
Propose risk reduction measures adapted to each context
2. Development and implementation of security procedures
Define, formalize and update security plans (evacuation plan, containment procedures, crisis management, updating of the DUERP, etc.)
Implement secure travel protocols for field teams.
Train staff in good safety practices.
3. Operational security monitoring
Ensure security monitoring in conjunction with stakeholders in the security environment
Analyze security incidents, propose corrective actions and monitor their implementation
Support logistics teams in securing premises and equipment.
4. Awareness and training
Organize training sessions for teams (risk awareness, first aid, humanitarian access, crisis management, etc.).
Create and distribute suitable educational materials.
5. Coordination and reporting
Liaise with security stakeholders in this context (authorities, NGOs, community leaders, influential actors, etc.).
Write regular reports on the security situation
Ensure the reporting of incident reports and the inclusion of analyses in the review of practices
Participate in internal and external coordination meetings.
