Result of Service The Waste Management Consultant (Study of Solutions Phase) reports to the Head of Brazil Office. He/She shall duly and timely perform his/her obligations, under this Term of Reference. The consultant will work in close collaboration with the UN-Habitat’s operational and technical teams.

Duties and Responsibilities Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. UN-Habitat is developing a project with the Municipality of São Paulo through the Secretariat of Green and Environment (Secretaria Municipal do Verde e Meio Ambiente – SVMA) that includes the revision of the Municipal Solid Waste Plan and the elaboration of the Municipal Sanitation Plan. To properly implement this project, a Waste Management Consultant (Study of Solutions Phase) is required to work directly on the project’s Phase 3, named Study of Solutions Phase, to ensure adequate planning considering the current situation and future forecast for the city of São Paulo. This stage involves defining and proposing possible solutions to the problems and bottlenecks identified in the diagnostic stage. The solution study serves as the basis for developing the Action Plan and Goals, both of which are consolidated in Product 3.8.1, the “Final Study of Solutions, Action Plan, and Goals” of the Integrated Solid Waste Management Plan. Report to UN-Habitat Manager The Waste Management Consultant (Study of Solutions Phase) reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Waste Management Consultant (Study of Solutions Phase) will support the implementation of the project, and its activities. Based on the diagnosis prepared regarding solid waste management in the municipality of São Paulo, develop the following topics for Phase 3 (Study of Solutions), with the following responsibilities: a) Analysis of the prepared diagnosis of municipal solid waste management and identification of key issues, threats, and bottlenecks to advancing management efforts; b) Identification and definition of priority axes for the study of sustainable solutions; c) Preparation of proposals based on identified priority axis; d) Determination of technical criteria and references for contracts, investment plans and service targets; e) Cost calculation system and fee structure for the provision of public services related to urban cleaning and solid waste management, with the support of the Public Finance Consultant; f) Assessment and description of solutions and their application within the territory or governance structure; g) Direct engagement with the Phase 4 Consultant (Action and Goals Plan) to ensure an effective transition from the identified solutions to the formulation of actions and targets aims at enhancing the quality of municipal solid waste management; h) Consolidation of the information and suggestions from social participation events (workshops, public consultation, and public hearing); i) Developing other demands related to the topic of solid waste management that may be identified by the project coordinator. The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Waste Management Consultant (Study of Solutions Phase) shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 – Work Plan. Description: The Work Plan must contain (at a minimum): (i) Detailed scope of deliverable products, focusing on the stages and related activities, including actions for social participation; (ii) Details of the information and data required to develop the work; (iii) Schedule of activities and delivery dates; (iv) The flow of review and approval of the products. Expected delivery date: 30 days after signing the contract. Product 2 – Report on the assessment of priority areas and proposal development. Description: The Report on the assessment of priority areas and proposal development must contain: (i) Analysis of the prepared diagnosis of municipal solid waste management and identification of key issues, threats, and bottlenecks to advancing management efforts; (ii) Identification and definition of priority axes for the study of sustainable solutions; (iii) Preparation of proposals based on identified priority axis; (iv) Determination of technical criteria and references for contracts, investment plans and service targets. Expected delivery date: 90 days after signing the contract. Product 3 – Analysis of waste management solutions and their implementation in the municipality of São Paulo. Description: The Analysis of waste management solutions and their implementation in the municipality of São Paulo must contain: (i) Assessment and description of solutions and their application within the territory and/or governance structure; (ii) Cost calculation system and fee structure for the provision of public services related to urban cleaning and solid waste management, with the support of the Public Finance Consultant; (iii) Consolidation of the information and suggestions from social participation events (workshops, public consultation, and public hearing); (iv) Alignment of identified solutions with the Action Plan and Goals defined by Phase 4 (Action and Goals Plan) of the PGIRS. Expected delivery date: 150 days after signing the contract. The products must be delivered in accordance with the formatting and drafting guidelines adopted by UN-Habitat.

Additional Information Travel details: Applicable. The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines.
