About the Climate Finance Capacity Support Programme

DT Global delivers the Capacity Support Programme for MFAT. The scope of this programme is quite broad as its aim is to be responsive to the needs of Pacific Island countries. It includes providing personnel or training to assist with:

· Delivering and reporting on the flexible finance provided by MFAT;

· Developing/updating national climate change plans and reporting frameworks;

· Developing and investment-ready pipeline of projects;

· Delivering climate change priorities;

· Improving climate finance reporting; and

· Accessing a broader range of climate funding.

About the Role

The Climate Finance/Loss and Damage Expert will support the Ministry of Finance (MOF), Samoa;

  • Develop and finalise the design and operationalisation of the Loss and Damage Fund policy framework and ensure compliance to the Government’s relevant legislations mainly the Public Finance Management Act 2001 (with amendments).
  • Review and refine draft policy and project access guidelines, including governance, fund access criteria, eligibility, and disbursement procedures.
  • Identify and propose sustainable financing options to replenish and maintain the fund over time, including marketing the fund to international partners and donors.
  • Ensure strong institutional oversight function of MoF for the Fund and;
  • Build institutional and stakeholder capacity to understand, access, and manage climate finance and L&D resources.

Essential Experience and Knowledge

· Advanced degree in Climate Finance, Economics, Law, Public Policy, or related fields.

· At least 7-10 years of experience in climate finance, loss and damage, or related sectors

· Demonstrated experience in designing and implementing financial mechanisms for climate resilience.

· Experience designing and operationalising climate-related funds or financial instruments.

· Strong knowledge of legal and governance structures related to climate finance

· Strong understanding of Pacific financing and policy contexts, particularly Samoa

Desirable

· Familiarity with international climate finance sources such as the Green Climate Fund (GCF) and Adaptation Fund.

· Knowledge of Samoa’s national climate policies and legislative frameworks.

· Experience integrating gender equality, disability inclusion, and social inclusion into financial mechanisms.

· Experience in institutional capacity development and policy alignment across ministries.
