PURPOSE OF CONSULTANCY

This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).

DESCRIPTION OF DUTIES:

Description of Duties

Under the direct supervision of the PAHO-GUY, Specialist for Family and Community Health, the consultant will provide support to the implementation of priority activities and interventions for adolescent health which includes but not limited to training/capacity building of adolescents and health care providers on sexual and reproductive health and rights, prevention of unwanted pregnancies, water, sanitation and hygiene; promotion of healthy lifestyles, mental health; national consultations with non-governmental organizations and civil society; establishment of school health clubs and peer support groups, and conduct adolescent school health surveys. These duties and deliverables are outlined as follows based on the objectives of the consultancy.

Objectives

Objective 1: To support interventions to promote positive adolescent development for the improvement of adolescents’ response services at primary health care level.

Activity 1.1 Establish four adolescent school health clubs/peer support groups in four regions.

Deliverable: Adolescent school health clubs established, and report submitted.

Activity 1.2 Adaptation of the WHO pocketbook on child and adolescent health to the Guyana content

Deliverable: Pocketbook on child and adolescent health in the Guyana context revised and adapted.

Activity 1.3 Conduct a national stakeholder adolescent /youth conference on the prevention of adolescent pregnancies.

Deliverable: Report on the national stakeholder conference conducted in Region 4 on the prevention of adolescent pregnancies

Activity 1.4 Assess the standards of adolescent health services in two regions with the highest adolescent pregnancies using the appropriate tools.

Deliverable: Report on the assessment conducted on adolescents’ standards of care in Regions 2 and 6.

Activity 1.5 Participate in the National School-based health Survey in adolescents in identified regions

Deliverable: Report on National School-based Health survey conducted.

Activity 1.6 Promote health education to students and teachers in the schools, on Water, Sanitation and Hygiene in Regions 1 and 8. Safe and healthy environment

at school and in communities

Deliverable: Water and Sanitation and Hygiene report on activities completed in Regions 1 and 8.

Objective 2: To conduct sexual and reproductive health promotion interventions which include strategic actions to reduce the high incidence of adolescent and unwanted pregnancies

Activity 2.1 Facilitate the roll out of the roadmap for safe adolescent pregnancies in Regions 7 and 9 in two health facilities

Deliverable: Roadmap for safe adolescent pregnancies established in Regions 7 and 9.

Activity 2.2 Conduct awareness and launch campaigns during the Adolescent Pregnancy Prevention month in Regions 1, 4 and 7.

Deliverable: Adolescent Pregnancy prevention report on awareness campaigns in Regions 1, 4 and 7.

Objective 3: To promote empowerment in Sexual and Reproductive Health and Rights,

mental health, substance use and nutrition at school-based institutions to promote

the well-being of adolescents.

Activity 3:1: Prepare training materials to be used for capacity building sessions on adolescent health services e.g., prevention of unwanted pregnancies involvement of boys/youths, nutrition, psychosocial development, mental health (including Gatekeeper training), and other areas of the adolescents/youth health services.

Deliverable: Report on training materials produced.

Activity 3.2 Conduct capacity-building sessions on sexual and reproductive health

and rights with teachers, mentors, health care providers and adolescents on sexual and reproductive health and Rights in Regions 2 and 6

Deliverable: Report on Capacity building sessions on SRHR in Regions 2 and 6

Objective 4: To support the digitalization of the adolescent health programme

Activity 4: 1 Develop a digital platform/programme to monitor the standards of adolescent services

Deliverable: Draft software programme developed on the adolescents’ standards of care Required Qualifications 1. Education

Essential: The holder of a first degree in public health, social sciences, public administration or related fields from a recognized university

Desirable: A postgraduate degree in health or social sciences will be an asset.

2. Experience

Essential: At least four years’ professional work experience in implementation of Adolescent Related programmes

Desirable: Previous work experience in the adolescent programme at the regional or national level or with an international organization would be an asset.

3. Skills and Knowledge

Essential: Excellent organizational and analytic skills combined with strong professional oral and writing skills including in the development of reports, oral presentations, and technical / persuasive documents.

Demonstrated ability to effectively use current technology and software for developing presentations and reports

Desirable: Basic computer programming with familiarity with Microsoft word, excel, power point and working knowledge of relevant data and mapping software

Location and Duration of Assignment

The position will be initially for twelve months, from 1 January to 31 December 2026, with the possibility of extension for one year subject to satisfactory performance. The successful candidate will work on-site in the PAHO Guyana Country Office. The incumbent should be willing and able to travel to all regions within Guyana.

Remuneration

The consultant will receive a consultancy fee based on the PAHO Band A range ($420,000.00 – $580,000.00) for national consultants, commensurate with experience and qualifications (payable in four traches as reflected in the schedule of deliverables).

Payments will be released accordingly on the recommendation of the Project Manager and approval of the PAHO/WHO Representative, Guyana, in accordance with the satisfactory completion of the deliverables outlined in these terms of reference.

Project Manager

The Adolescent Field Officer would be supervised by Specialist, Family and Community Health, PAHO Guyana Office under the guidance of the PWR, Guyana.
